Description

This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act.

The Contractor shall perform environmental consulting services for the Site designated as SS400 Suspected Solvent Release AOC at KAFB. The Contractor shall conduct a RCRA Facility Investigation (RFI) that includes soil, soil vapor and groundwater sampling and laboratory analysis to define the nature and extent of contamination at this site. Plans, permits, reports, and document deliverables shall be prepared to meet DoD quality standards, KAFB policy requirements, and NMED regulatory requirements. Wells shall be installed in accordance with (IAW) New Mexico Office of the State Engineer (NMOSE), NMED, and KAFB requirements to ensure well seals are protective of groundwater quality and that the wells are constructed to appropriate standards necessary to collect representative samples. All investigation derived waste (IDW) shall be disposed of by the Contractor in accordance with all federal, state, and local regulations and requirements.

The Contractor shall comply with regulatory requirements by adhering to all site permits in place during the initiation of this contract and enacted with Contractor participation during the period of performance as described further in this PWS. The Contractor shall address all regulatory comments in document submittals in accordance with state regulations 20.4.2 NMAC, which specifies document fees and review periods.

USACE reviews will include field inspections for field activities and technical review of all data deliverables and document deliverables. Air Force Civil Engineering Center (AFCEC) and Air Force reviews will be performed on all document and data submittals. The Contractor shall prepare deliverables and manage schedules in order to provide sufficient review times and time to prepare and staff document packages for KAFB command signature (for documents submitted to NMED). The following KAFB and USACE requirements shall be incorporated into document production schedules:

  • Draft documents shall be provided to USACE for 30-day reviews.
  • Draft Final documents shall be provided to KAFB and AFCEC for 30-day reviews.
  • Final documents shall be provided for KAFB signature staffing with 30 to 60-day legal and management reviews.

The Contractor shall address all comments in response to comment tables (RTCs) as provided by the reviewers and shall ensure that comments are addressed prior to producing the subsequent version of the document. The Contractor shall verify the level of signature authority required for each deliverable in advance of delivery. All regulatory deliverables shall be provided with a staffing package that includes an electronic and hard copy as well as a transmittal letter on KAFB letterhead. The Air Force signed and approved regulatory deliverables shall be delivered by the Contractor to the regulator with verified delivery in the form of a NMED receipt stamp or certified mail delivery receipt. The Contractor is not authorized to sign permits or documents on behalf of the Government without prior authorization. The Contractor shall be prepared to deliver regulatory submittals (Final Revision 1 and Final Revision 2 drafts) on an expedited schedule. The Contractor shall make all reasonable efforts to address regulatory comments in approved and disapproved documents at the deadlines defined by the NMED regulator letters. The Contractor shall also provide sufficient time for review of NMED response documents.
