Description

DLA Aviation Philadelphia is soliciting the request for proposal for the following requirement in support of the V-22 COI:
This requirement will be for a firm fixed price contract with a period of performance of a one-year to satisfy the CMV-22 Fleet Support requirements and overall readiness of the CMV-22 weapons system. This requirement is to exercise option one for a one-year follow-on lease of the existing CV-22 Special Mission Aviator Ramp Trainer (SMART) and subsequently provide AFSOC SMART training time for Special Mission Aviator (SMA) training exercises.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.3021 and will be awarded against DLA V-22 COI SPRPA1-17-D-009U. The Bell Boeing Joint Project Office (JPO) is a joint venture of Bell Textron, Inc. and The Boeing Company and is considered a separate business entity from both parent companies.
The Contractor shall also ensure the SMART is available for up to 8 training hours per day, with 24 hours availability per week. The Contractor shall provide SMART Operators to execute the following responsibilities: weekly coordination tag ups with AFSOC/AETC training staff to defined mission requirements etc., adapt existing mission scenarios for SMART execution, develop new mission scenarios for SMART execution, launch and run missions with AFSOC Instructor(s) present to oversee the training, coordinate with SMART Technical Support regarding operation of the SMART, log issue reports, and resolve SMART issues, and coordinate with AFSOC and Bluedrop representatives to schedule training sessions on the SMART.
The Government does not possess (or cannot provide) the data necessary to perform all of the required services to support the V-22 aircraft. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. Sources that are not approved must obtain source approval from the Government. Please note if the evaluation of source approval requirements precludes the ability to obtain subject support in time to meet the Government requirements, award of the subject requirement may continue based on support needs.
The Government reserves the right to add, delete, or change any of the functions under this synopsis.

Background
DLA Aviation Philadelphia is soliciting a request for proposal to support the V-22 COI. This solicitation is specifically for a firm fixed price contract to exercise option one for a one-year follow-on lease of the existing CV-22 Special Mission Aviator Ramp Trainer (SMART) and provide AFSOC SMART training time for Special Mission Aviator (SMA) training exercises. The Bell Boeing Joint Project Office (JPO), a joint venture of Bell Textron, Inc. and The Boeing Company, will be the sole source for this contract.

Work Details
The Contractor shall ensure the SMART is available for up to 8 training hours per day, with 24 hours availability per week. Responsibilities include: weekly coordination tag-ups with AFSOC/AETC training staff to define mission requirements; adapting existing mission scenarios for SMART execution; developing new mission scenarios; launching and running missions with AFSOC Instructor(s) present; coordinating with SMART Technical Support regarding operation of the SMART; logging issue reports and resolving SMART issues; and coordinating with AFSOC and Bluedrop representatives to schedule training sessions on the SMART.

Additionally, if service is not renewed 90 days prior to termination, the contractor must prepare a proposed schedule for disassembly and removal of the CV-22 SMART device, supervise loading modules for transportation, and transport associated equipment from Albuquerque, NM facility.

Period of Performance
The period of performance consists of a one (1) base 12 month period with three (3) 12-month option periods.

The contract will be performed at Albuquerque, NM.
