Description

The USDA, APHIS, requires various chemicals with various active ingredients which is used in various applications such as, but not limited to:

Below is a list of approved pesticides to be purchased for the Spotted Lanternfly Program.
The approved insecticides
Dinotefuran
Imidacloprid
bifenthrin
Beta-cyfluthrin

Beauvaria bassiana
Soybean oil
The approved herbicides
Triclopyr
Glyphosate

Below are the application methods the program intends to use with the approved pesticides. Application methods are according to label directions and may be supplemented by specific SOPs developed by the SLF Program. Bark spray will be conducted with the following insecticide at the maximum labeled rate.
Dinotefuran

Soil Injection application of following insecticide applied at the maximum labeled rate.
Imidacloprid

Trunk Injection application of the following insecticides applied at 2 mL per diameter inch of tree.
Imidacloprid
Dinotefuran

Contact Spray application of the following insecticides applied at the maximum labeled rate. These insecticides must be able to be used in backpack sprayers, mister/foggers, and hydraulic/spray guns.

Beta-cyfluthrin
Bifenthrin
Beauvaria bassiana
Soybean oil

Below are the application methods the program intends to use with the following herbicides. Foliar Spray application of following herbicide.

Triclopyr
Bark Spray application of following herbicide.
Triclopyr
Hack and Squirt application of following
herbicides.
Triclopyr
Glyphosate

Period of Performance Award (estimated July 27, 2025) through five (5) years (estimated July 28, 2030).

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors
shall be used to evaluate offers:

Background
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), is responsible for safeguarding U.S. agriculture and natural resources against the entry, establishment, and spread of economically and environmentally significant pests.

The goal of this contract is to procure various chemicals, specifically pesticides, for the Spotted Lanternfly (SLF) Program aimed at controlling the Spotted Lanternfly in affected states including New Jersey, Delaware, Pennsylvania, Virginia, Maryland, and West Virginia.

Work Details
The contract requires the purchase of approved pesticides for the SLF Program. The approved insecticides include: Dinotefuran, Imidacloprid, Bifenthrin, Beta-cyfluthrin, Beauvaria bassiana, and Soybean oil.

The approved herbicides include: Triclopyr and Glyphosate. Application methods specified include:
- Bark spray with Dinotefuran at maximum labeled rate.
- Soil Injection with Imidacloprid at maximum labeled rate.
- Trunk Injection with Imidacloprid and Dinotefuran at 2 mL per diameter inch of tree.
- Contact Spray with Beta-cyfluthrin, Bifenthrin, Beauvaria bassiana, and Soybean oil using backpack sprayers or hydraulic/spray guns.
- Foliar Spray with Triclopyr.
- Bark Spray with Triclopyr.
- Hack and Squirt application with Triclopyr and Glyphosate.
