Background
The government is conducting market research to identify potential vendors capable of supporting a Sports Officiating Service requirement for Joint Base San Antonio, which includes Fort Sam Houston, Lackland AFB, and Randolph AFB.

The goal of this contract is to provide non-personal services necessary for officiating various sports at these military installations.

Work Details
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform Sports Officials Services as defined in the Performance Work Statement (PWS).

Key tasks include:
1.1.1 Furnishing sports officials for intramural sports such as Soccer, Flag Football, Softball, Basketball, and Volleyball;
1.1.2 Enforcing rules and by-laws specific to each sport;
1.1.3 Ensuring officials do not participate as players or coaches;
1.1.4 Conducting pre-season meetings with the sports coordinator;
1.1.5 Taking full authority for game conduct;
1.1.6 Confirming game schedules with the Quality Assurance Personnel (QAP);
1.1.7 Validating calls made during games;
1.1.8 Arriving at games on time and prepared;
1.1.9 Wearing proper uniforms;
1.1.10 Having the authority to cancel games due to misconduct or lateness;
1.1.11 Postponing games due to inclement weather;
1.1.12 Reporting injuries promptly;

Providing a BPA manager responsible for performance oversight; and ensuring all officials are properly trained and vetted.

Place of Performance
The services will be performed at Joint Base San Antonio, specifically at Fort Sam Houston, Lackland AFB, and Randolph AFB.
