Spokane VA Asbestos Inspection/Abatement Services

Background
The Spokane Veterans Affairs Medical Center (MGVAMC) in Spokane, Washington, requires asbestos management services to ensure the safety and compliance of its facilities. Asbestos-containing materials (ACM) pose a risk of releasing hazardous fibers if disturbed, necessitating proper oversight and monitoring to prevent such occurrences.

Historically, external contractors have conducted abatement oversight and air monitoring due to the facility's lack of air-sampling equipment. The contract aims to provide necessary oversight and routine monitoring of ACM to comply with Environmental Protection Agency regulations.

Work Details
The contractor will perform the following tasks:

1) Visual surveillance of ACM at MGVAMC every six months, with reports provided in editable formats.
2) Triennial reinspections of known ACM in summer 2027 and summer 2030, with detailed reports.
3) Bulk sampling and condition assessment of newly discovered suspected ACM, with up to 10 samples collected annually.
4) Pre-abatement air sampling before abatement begins, with up to three events per year.
5) Daily inspections and PCM air sampling during abatement projects, with up to thirty inspection days per year.
6) Pre-clearance visual inspections of abatement projects, ensuring areas are free from dust before clearance sampling, with up to three events per year.
7) Clearance PCM air sampling for clearance determination, with up to three events per year.
8) Clearance TEM air sampling for clearance determination, also with up to three events per year.
9) Closure reporting for abatement project oversight detailing activities and results, with up to three reports per year.
10) Pre-construction asbestos surveys for construction projects, providing thorough inspections and reports for up to three events per year.

Period of Performance
The contract's base year begins on September 1st, 2026, and ends on August 31st, 2027. Subsequent option years extend from September 1st through August 31st for each following year until August 31st, 2031.

Place of Performance
Work will be performed at the Mann-Grandstaff Veterans Affairs Medical Center main campus located in Spokane, Washington.
