Splunk Enterprise Licenses and Migration Services   2

Background
This is a Combined Synopsis/Solicitation for the Indian Health Service to solicit proposals for the acquisition of brand name Splunk Enterprise Cloud Licenses and Migration Services. The solicitation is set-aside for Indian Small Business Economic Enterprises (ISBEEs) that are Splunk authorized resellers. The Department of Health and Human Services (HHS), Indian Health Service (IHS), Office of Management Services, Division of Acquisition Policy (DAP) on behalf of the IHS, Office of Information Technology (OIT) intends to award a single (partial awards will not be made), firm-fixed–price (FFP) contract for Splunk Enterprise Cloud Licenses and Migration Services. This solicitation is a 100% Indian Small Business Economic Enterprises (ISBEE) set-aside under the Buy Manual (IHM) 5.5-6. Proposals received from enterprises that are not ISBEE will be considered non-responsive, will not be evaluated and will not be eligible for award.

Work Details
The objective of this requirement is to procure Splunk Software as a Service (SaaS) solution that hosts Splunk Enterprise, Splunk Enterprise Security, and to provide Splunk User Behavior Analytic (UBA) capabilities. This solution requires IHS to migrate the existing Splunk Enterprise environment and capabilities to the Splunk Cloud environment. This is a Commercial Services solicitation. The products and services proposed must be in accordance with the Statement of Work (SOW) in Attachment 1. Responsible offerors shall provide a Firm-Fixed-Price (FFP) proposal for all of the following line items specified in the SOW in order to be considered responsive to this solicitation.

Period of Performance
This requirement will be for a total period of performance of four years including a twelve-month Base Period and three twelve-month Option Periods.

Place of Performance
All deliverables will be made electronically to HHS / IHS / OIT.
