Spectrum Twenty-One (SXXI) Software and Systems Support

Background
The Defense Information Systems Agency (DISA) is seeking sources for Spectrum Twenty-One (SXXI) Software and Systems Operations, Maintenance, Sustainment, and Support. The system is designated as the DOD’s Joint Frequency Assignment system, and it and its predecessor versions have been in use operationally at the DOD since 1999. The system provides a suite of tools and workflow automation to process frequency requests and manage use of the electromagnetic spectrum (i.e., radio frequencies).

Work Details
This contract will support the training, operations, maintenance, and enhancement of SXXI versions five (v5) and six (v6) to include completion of user transition to version six and sunsetting of version 5. The objectives include operating, maintaining, and sustaining the SXXI version five client, servers, and associated software; operating, maintaining, and sustaining the SXXI version six client, application server, database server and associated software; designing and developing software to correct deficiencies and enhancements to SXXI system to meet emerging requirements such as machine-to-machine interfaces; providing FMS support; designing and implementing system architectural changes as needed to support COTS and GOTS upgrades to meet emerging requirements; designing and implementing agile Development Security Operations (DevSecOps) pipeline on Secret Internet Protocol Routing (SIPR); updating existing automated training material, creating new automated training material, and providing training support for SXXI.

Place of Performance
The geographic locations where the contract will be performed are North (Stratus Oklahoma City OKC) and South (Stratus Montgomery AL/MGM).
