Spectrum Management Support Services - Amendment 0001   3

Background
The Navy and Marine Corps Spectrum Center (NMSC) and the Naval Information Warfare Development Center (NIWDC) require essential spectrum management support services to ensure effective use of electromagnetic spectrum (EMS) resources. This contract aims to provide expertise in planning, retention, and protection of EMS resources in support of the Department of the Navy's operations. The contract is being issued under the authority for the acquisition of commercial items and contracting by negotiation, resulting in a single award, Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price (FFP) contract.

Work Details
The contractor will provide a range of services including:
1. Spectrum management support for NMSC and NIWDC missions, including frequency assignment, spectrum plans and policy, and spectrum reallocation.
2. Research and identification of Navy and Marine Corps equipment in frequency bands for reallocation under the Presidential Broadband Initiative.
3. Review and evaluation of new frequency assignment proposals and modifications to existing assignments.
4. Administrative support for processing Department of Defense Link-16 operational requirements.
5. Onsite support at various locations including Guam, Japan, Norfolk VA, San Diego CA, Hawaii, Bahrain, Italy, Singapore, and the Philippines to assist with frequency management tasks.
6. Development of doctrine, tactics, techniques, procedures (TTPs), and Fleet Concept of Operations (CONOPS).
7. Support for Warfare Tactics Instructor (WTI) Program including instructional material development and training delivery.
8. Participation in Naval Joint Military meetings as required.

Place of Performance
Services will be performed at various locations including but not limited to Guam; Yokosuka, Japan; Norfolk Naval Base; San Diego; Camp Smith; Puget Sound; Manama; Naples; with potential additional locations in Singapore and the Philippines.
