Solicitation Number W912HZ24R0015 is being issued as a request for proposal (RFP) with the intent to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract using Lowest Price Technically Acceptable (LPTA) procedures with a five-year ordering period. No reimbursement will be made for any costs associated with providing proposals. In accordance with the Federal Acquisition Regulation (FAR) 4.1102, Offerors are required to be registered in SAM at the time an offer is submitted in order to comply with the annual representations and certifications requirements. Please see attachments to view the Solicitation in its entirety.

The US Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a requirement to acquire support capabilities to conduct specialized experimentation on force protection technologies. The contractor shall execute and document experiments to capture all requirements detailed by the ERDC. Periodic evaluation visits/meetings will be required, specifically during the test execution phases. The contractor shall perform work as specified in each specific task order. Each Task Order will include, as a minimum, a PWS for the work to be performed and any anticipated travel requirements and deliverable(s) as appropriate.

All questions concerning this solicitation must be submitted to the Government via email to Jennifer.Hoben@usace.army.mil and Allison.B.Hudson@usace.army.mil. The Government will accept questions up to 24 April 2024. Answers to questions will be provided as an amendment to the solicitation.

Hardcopies will not be available. Offerors should check the SAM.gov web page often for new solicitations and/or changes (AMENDMENTS) to existing ones. THIS PROCUREMENT IS A COMPETITIVE ACQUISITION UNDER NAICS CODE 541380 (TESTING LABORATORIES AND SERVICES) WITH A SIZE STANDARD OF $19,000,000.00 DOLLARS.

Background
The US Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a requirement to acquire support capabilities to conduct specialized experimentation on force protection technologies. The contractor shall execute and document experiments to capture all requirements detailed by the ERDC. Periodic evaluation visits/meetings will be required, specifically during the test execution phases.

Work Details
The contractor shall provide all services to include labor, equipment, materials, travel, and other direct costs (ODC) to support the Specialized Protective Structure Test Support requirement. The Performance Work Statement in Section C outlines specific requirements for each individual Task Order. The work includes executing large-scale ballistic experiments with velocities greater than Mach 1, explosive testing of multi-story curtain walls and building facades, and providing facilities for these experiments. The contract also outlines minimum requirements for labor categories such as Principal Engineer, Engineer, Technician, Machinist, and Administrative Assistant.

Period of Performance
Base contract will initiate upon award and allow for ordering up to five years or until max capacity is met. Each task order will specify the objectives and requirements for each experimental series and provide a reasonable time to complete.

Place of Performance
Primarily at the contractor’s facility with limited travel estimated to be required.
