This is a Request for Information (RFI) to obtain capability statements and potential feedback for an upcoming Library of Congress (LOC) requirement.

Specifically, the Library of Congress (Library) requires a specialized document scanner to be used in the digitization of collections materials. This specialized document scanner must have an automatic document feeder (ADF) which continuously draws from the stack of papers, that holds a paper stack of at least 250 sheets of paper, and the ability to accomodate paper sizes from at least 4x6 inches to 20x24 inches. The scanner must be able to accommodate paper thicknesses from at least 50 g/m2 to 180 g/m2, as well as, be able to accommodate fragile or brittle paper types. This specialized scanner will need to meet the minimum of FADGI 3 Star specification for Documents (Unbound): General Collections as written in sec. 3.4 in the 2023 Technical Guidelines for Digitizing Cultural Heritage Materials Third Edition.

In order to obtain this information, the Library is seeking capabilities statements, rough orders of magnitude estimates, input on the Statement of Work, or any other information your business would care to provide in order to help the Library understand the possible solutions available on the commercial marketplace.

All information received shall be reviewed to help the Library inform its possible future acquisition decisions relating to this requirement. Participation in this RFI is voluntary only and is no guarantee of future business.

As an RFI, this is NOT an official solicitation. The Library is not seeking to obtain official proposals at this time as a result of this notice. The Library is seeking outside information from potential offerors as a way to perform supplemental market research. No contract shall be awarded as a result of this RFI. This notice solely constitutes market research. Under NO circumstances shall any expenses be repaid as a result of contractor engagement with RFI this notice.

Offerors are encouraged to ask questions or provide feedback so that the LOC may enhance its understanding to reflect a more accurate business environment. Attached is a draft Statement of Work. Offerors are encouraged to provide feedback on this document as well, and all comments/questions/suggestions shall be considered (this is not a guarantee that they will be answered or reflected in the final solicitation).

Finally, rough orders of magnitude in terms of pricing is also being asked for. Please note, these would be estimates only and serve only the purposes of market research. These are NOT official quotes, but are considered to be high level rough ballpark estimates of other marketplace solutions.

Background
The Library of Congress (LOC) is seeking information regarding a specialized document scanner to aid in the digitization of its collections materials.
This RFI aims to gather capability statements and feedback from potential vendors to understand available solutions in the marketplace.
The goal is to procure a scanner that meets specific technical requirements for digitizing fragile and brittle documents while adhering to FADGI 3 Star specifications.

Work Details
The contractor will provide a specialized document scanner with the following specifications:
- Must meet FADGI 3 Star specification for 'Documents (Unbound): General Collections' as per the 2023 Technical Guidelines.
- Minimum endurance of at least 30 million pages over its lifetime.
- Automatic Document Feeder (ADF) that holds at least 250 sheets and accommodates paper sizes from 4x6 inches to 20x24 inches.
- ADF must handle paper thicknesses from 50 g/m2 to 180 g/m2, including fragile or brittle types.
- Must include commercially available off-the-shelf software approved for use on LOC's network.
- Additional requirements include physical dimensions, weight, heat output, decibel levels, scanning path description, file format capabilities, throughput rate in pages per minute, and willingness to demonstrate the device at no charge.

Period of Performance
Scanner delivery is expected within 90 days after the start date of the contract period.
