Background
The American Consulate General in Frankfurt is issuing a solicitation for Special Weapons and Tactics (SWAT) training for the Palestinian Security Forces located in Jericho, West Bank.
The goal of this contract is to enhance the operational capabilities of the Palestinian Security Forces through specialized training in high-risk scenarios.

Work Details
The contractor shall provide comprehensive SWAT training that includes:
1. Training facilities that enable greater weapons proficiency (rifle and pistol) in both static and dynamic conditions, including live fire and simunitions in High Risk Operations (HRO) scenarios. HRO scenarios include responding to barricaded shooters, hostage rescue, armed militants in urban terrain, high-risk search and seizure operations, warrant execution for known violent criminals, care and evacuation of downed officers or civilians under fire, and active shooter situations.
2. Development of operational concepts to deescalate situations or neutralize threats posed to civilians.
3. Hosting four two-week training sessions for 60 students each.
4. Provision of necessary equipment such as AK-47s, Glock 19s, various ammunition types, non-lethal explosive devices, simunition adapters, simunitions, and lightly armored vehicles.
5. Facilities must include realistic training environments that simulate various urban settings and provide necessary amenities such as lodging, meals, transportation, gym facilities, potable water, and first aid services.
6. Qualified trainers who supervise no more than five students at a time.

Period of Performance
All four trainings shall be conducted within 12 months after contract award.

Place of Performance
Jericho, West Bank; the training facility must be within a two-hour ground vehicular commute from Jericho.
