Background
The solicitation is for a Special Time Charter for a Marine Support Vessel issued by the Military Sealift Command. The charter will consist of a completed Standard Form (SF) 1449, a Preamble, and Parts I through IX. The signature of the contractor on SF 1449 signifies acceptance of the Contractor’s proposal and award of the Charter.
