Special Time Charter for Marine Support Vessel

Background
The Military Sealift Command (MSC) is seeking information regarding the availability and pricing of a U.S. flagged, Jones Act vessel to serve as a Maritime Support Vessel (MSV) for counternarcotics operations. This request is part of an effort to determine whether to exercise an upcoming option under an existing contract.

The vessel will support various size crafts operated by the sponsor and partner nations, with the goal of enhancing operational capabilities in counternarcotics efforts.

Work Details
The scope of work includes providing a Maritime Support Vessel that can support 29 sponsor personnel, with the capability to surge to 44 personnel for up to 30 days without re-supply. The vessel must maintain a minimum transit speed of 10 knots and be capable of launching and recovering two small boats of varying designs and weights, including a 44' long, 12' wide, 35,000 lbs SafeBoat Coastal Intercept Vessel.

It should conduct operations in the Caribbean Sea and Eastern Pacific Ocean, with Mayport Naval Base, FL as the homeport. The vessel must also be equipped to refuel partner nation small boats onboard and carry arms, ammunition, and explosives (AA&E). Special requirements include dedicated operations centers for both U.S. personnel and partner nations with specific furnishing and equipment needs.

Period of Performance
The contract period is from May 1, 2025, to April 30, 2026, with one one-year option period from May 1, 2026, to April 30, 2027, followed by an additional option period of 11 months from May 1, 2027, to March 31, 2028.

Place of Performance
Operations are anticipated to be conducted in the Caribbean Sea and Eastern Pacific Ocean.
