The Government entered into the bridge contract W91RUS-18-C-0007 for IT services in support of the United States Army Regional Cyber Center - Continental United States (USARCC-C) under the authority of 6.302-2 Unusual and compelling urgency for the necessary time for the Agency to enter into another contract for the required services through the use of competitive procedures.

Use of the authority 6.302.2 may not exceed one year, including all options, unless the head of the agency (HCA) determines that exceptional circumstances apply.

In accordance with AFARS 5106.302-2(d)(1)(ii), AFARS Appendix GG delegates to the HCA the authority to make the determination that exceptional circumstances apply.

A modification using this authority of 6.302-2 Unusual and compelling urgency has been processed to extend the period of performance on the current bridge contract beyond one year from 01 January 2019 through 30 June 2019 based on the Determination of Exceptional Circumstances signed by the HCA, Commanding General, U.S. Army Contracting Command, Mr. Paul H. Pardew on 28 December 2018 and the J&A JA-19-Hua-044 signed by the Executive Director Army Contracting Command, Aberdeen Proving Ground, Mr. Kenyata L. Wesley, Sr. on 21 December 2018.
