Description

This is a special notice that the Government intends to issue a Request for White Paper (RWP)/Request for Prototype Proposals (RPP) for the Prototype A2DAC under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA), W15QKN-17-9-1025. The GVS OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of Ground Vehicle System Related Research and Development prototype projects. The Government will utilize the GVS OTA to award this effort.

The intent of this project is to develop a new A2DAC that will run on low computing hardware for military combat platforms. The new A2DAC shall provide air and ground platforms with the capability to optimally manage effects and coordinate fires by utilizing autonomous collaboration in dynamic environments in support of Multi Domain Operations (MDO). The algorithms for the new A2DAC shall have distributed architectures for modularity and scalability, application software in a development, security, and operations (DevSecOps) environment, standardized data interfaces, and implementation hardware shall be compatible with and conform to Army mandated protocols, hardware/software specifications, and must be an open architecture system with complete documentation for military systems.

Background
The Army Contracting Command – Detroit Arsenal under the Ground Vehicle Systems Other Transaction Agreement (W15QKN-17-9-1025) with the National Advanced Mobility Consortium intends to develop a next-generation Advanced Algorithm Decision Aid Capability (A2DAC) that will run on low-resource computing hardware for military air and ground platforms to optimally manage effects and coordinate fires in support of Multi Domain Operations.

Work Details
Develop an open microservices architecture agent for fires and effects decision aids and data processing algorithms that synchronize operations over time and space for brigade and higher echelon applications. Provide fires planning, coordination, and synchronization of effects for real-time fires data and target management across maneuvering formations by leveraging advanced algorithm techniques to automate distribution of time-sensitive targets for direct and indirect fires and effects assets.
Include Artificial Intelligence based components and algorithms, game theory AI/Machine Learning methodologies, lethality and effects data, 4D de-confliction and fratricide avoidance, collateral damage mitigation, and intelligence and sensor feeds to enhance formation-level capability for organic and inorganic fires. Architect algorithms with distributed modular and scalable architectures, implement application software in a DevSecOps environment with standardized data interfaces, and ensure implementation hardware conforms to Army-mandated protocols, hardware/software specifications, and open architecture standards with complete military system documentation.
Design the capability to operate in low-resource computing environments such as laptops and hand-held devices, support options for cloud-based architectures, and perform on air and ground manned/unmanned platforms under degraded communications and bandwidth-constrained GPS and GPS-denied environments.
