Special Notice

Background
The Federal Housing Finance Agency (FHFA) intends to award a sole source purchase order to Red Octagon Digital LLC under the authority of 41 U.S.C. 1901(e)(2). The FHFA requires contractor capability and support for extensive television, podcast, and radio media monitoring and on-demand reporting to effectively monitor public media and manage responses related to housing and financial markets. This initiative aims to complement the Agency’s existing social media and digital/print publication monitoring.

Work Details
The Contractor shall: Provide dedicated media/public relations subject matter expert staff available on-demand (24/7) to oversee service delivery, coordinate reporting, manage keyword and monitoring updates, answer inquiries beyond standard IT help desk troubleshooting, and provide quality assurance.

Provide comprehensive daily media monitoring with a focus on television, podcast, and radio media, along with the ability to deliver media clips and reporting on-demand based on FHFA search parameters.

Provide instantaneous, on-demand summary reports of search parameters and content from the media monitoring services, with the flexibility to adapt reports and refine search parameters as FHFA priorities evolve throughout the contract period.

Base year from 7/24/2026 to 7/23/2027 with one additional optional year.

Red Octagon Digital LLC is identified as the only known vendor capable of providing the required specialized television, podcast, and radio media monitoring technical capability along with 24/7 on-demand support services. Interested sources must demonstrate their ability to fulfill these requirements by providing detailed information regarding their capabilities.
