Background
The Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to issue a Request for White Paper (RWP) for the Extreme Energy High Voltage (EEHV) under the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA), W56HZV-23-9-D001. The DAI OTA was entered into between the ACC and the National Advanced Mobility Consortium (NAMC) on 01 September 2023, in support of coordinated research and development projects designed to accelerate streamlining and upgrading of military platforms to enhance warfighters’ capabilities in 15 different technology areas.

Work Details
The acquisition approach for EEHV involves two stages: first, an RWP will be issued to assess White Paper (WP) responses based on predetermined assessment criteria, and acceptable offerors will be selected to participate in the second stage. In the second stage, a Request for Prototype Proposal (RPP) will be issued to selected offerors from the RWP stage. Offerors in this stage shall respond with a full proposal that will be evaluated based on specific criteria contained in the RPP/cost proposal.

The project aims to develop a high voltage battery enclosure to test venting and hazard mitigation strategies with surrogate batteries, as well as develop high voltage battery packs using different battery technologies to provide state-of-the-art energy densities. Other related battery technologies such as tactical battlefield rechargers, advanced batteries for storage, wireless charging capabilities, and enhancements to battery enclosure to mitigate battery hazards will also be pursued. The project is needed to develop a high voltage, energy-dense battery for all-electric or hybrid electric military platforms.
