Description

DLA Energy is soliciting for sub-bituminous coal for two installations; Fort Wainwright (FTW) and Eielson AFB located in Alaska. See Attached RFP.

Background
The Defense Logistics Agency (DLA) Energy is soliciting for sub-bituminous coal for two installations; Fort Wainwright (FTW) and Eielson AFB located in Alaska. The period of performance for the base year is October 1, 2023, through September 30, 2024, with additional option periods extending through September 30, 2027.

Work Details
The solicitation requires the submission of coal samples for testing by the U.S. Army TARDEC Petroleum Laboratory before submitting initial offers. Quality assurance provisions mandate mercury and chlorine testing for all deliveries under resultant contracts. Offerors are also required to submit financial capability assessment documentation and provide details on the mine proposed, including specifics of loading/trans-loading if coal is to be transported by multiple conveyances or processed at various locations.
The solicitation also includes instructions for submission of offers, including the requirement to complete and return all documents contained in the Offeror Submission Package (OSP).
