Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.

Solicitation SPE300-23-R-0038 is designed to place Market Ready Fresh Milk and Dairy items, all fully competitive, on contract for various Department of Defense ( DoD ) customers in the South Carolina Zone. The resultant contract will be issued as a firm-fixed price IQC with EPA applied to Class I fluid milk items and firm fixed price with two pricing tiers for all other items for the entire term of the contract. The contract period is expected to be from January 13, 2024, to January 9, 2027. Tier 1 will be from January 13, 2024 January 10, 2026. Tier 2 will be from January 11, 2026, to January 9, 2027.

The solicitation contains one group:

Group 1: McEntire ANG, Shaw AFB, Ft. Jackson, Charleston, Parris Island, and NOAA Ships

All responsible sources may submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on the DLA Internet Bid Board Systems (DIBBS) at https://www.dibbs.bsm.dla.mil and sam.gov. If not registered on DIBBS; prospective offerors will be required to do so prior to reviewing and downloading a copy of the solicitation. Requests for Proposals are in Portable Document Format (PDF). To download and view these documents, prospective offerors will need the latest version of Adobe Acrobat Reader. The software is available for free at http://adobe.com.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular September 10, 2019.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Work Details
The contractor will be required to source, purchase, store, and deliver a variety of milk and dairy items to DLA Troop Support customers on an ongoing basis, while maintaining acceptable fill rates, levels of customer service, and product quality. The solicitation contains one group: Group 1 consists of customers located at McEntire ANG, Shaw AFB, Ft Jackson, Charleston, Parris Island, and NOAA ships for milk and dairy respectively. The offeror must support all of the customers in the Group for which they make an offer.
Offerors are required to propose on all items in the Schedule of Items.

Period of Performance
The contract period is expected to be from January 13, 2024, to January 9, 2027.

Place of Performance
The geographic locations for performance include McEntire ANG, Shaw AFB, Ft Jackson, Charleston, Parris Island, and NOAA ships.
