Description:
This is a pre-solicitation notice for solicitation 47PH0119R0001. This solicitation will be issued to procure multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts for construction /design-build (DB) services in support of the General Services Administration (GSA), Public Buildings Service (PBS), Special Programs Division (SPD). GSA PBS Region 7 Acquisition Management Division is the office soliciting and will administer the resulting contracts.
This procurement will be issued for full and open competition and will result in six (6) multiple-award IDIQ contracts. The multiple-award IDIQ contracts will have a period of performance of one (1) year and include four (4) one-year option periods. Each awardee will be guaranteed a minimum of $1,000 for the base year only. The maximum ordering limitation of each IDIQ contract is $125 million per IDIQ contract. The individual task orders to be placed under the contracts will range in dollar value from approximately $2,000 to $25,000,000. The NAICS code for this procurement is 236220 with a size standard of $36.5 million.

Location of the Work:
The place of performance is the contiguous United Stated (CONUS). (CONUS includes the connected 48 states plus the District of Columbia; it does not include Alaska, Hawaii, or any U.S. territory.)

Description of Scope of Services:
The multiple-award IDIQ contracts are to provide construction and DB services to support SPD in accomplishing their mission. A majority of SPD customer programs are on a national level resulting in similar or identical projects at locations in states across the nation. Many of these projects are located at Land Ports of Entry (LPOEs) along the Northern and Southern borders of the US which have extreme environments; can be in remote locations; and, are unique sites that differ from typical business/office buildings.

Procedures for Award:
The source selection process for this solicitation will neither be based on the Lowest Price Technically Acceptable (LPTA) nor Tradeoffs. Within the best value continuum, FAR 15.101 defines best value as using any one or a combination of source selection approaches. For the base IDIQ contracts, the Highest Technically Rated Offerors with a Fair and Reasonable Price will determine the best value basis for contract awards. GSA will issue six (6) IDIQ contracts. This procurement will not involve tradeoffs. The Highest Technically Rated, Fair and Reasonable Price approach will best achieve the objective of awarding IDIQ contracts to offerors with the construction/DB expertise most important to SPD and its customer agencies.

5. Small Business Utilization (For Other Than Small Business Firms)
6. Small Business/Socioeconomic Category Designation (For Small Business Firms)

Offerors will not be reimbursed for proposal submittal expenses.

Offerors can be a partnership, corporation, association, and/or other legal entity which will have contractual responsibility for the project. A proposed joint venture must provide profiles for all firms in the joint venture. All offers submitted by joint ventures must include a copy of an executed joint venture agreement (with original signatures) which fully discloses the legal identity of each member of the joint venture, the relationship between the members, the form of ownership of each member, and any limitations on liability or authority for each member.

This procurement will be open to large and small business firms. Any qualified responsible firm, including small business, veteran-owned small business (VOSB), service-disable veteran owned small business (SDVOB), HUBZone small business (HUBZone), small disadvantaged business (SDB), and women-owned small business (WOSB), is encouraged to participate as a prime contractor or as a member of a joint venture. An offeror that is not a small business concern must submit a Subcontracting Plan that is acceptable to the Contracting Officer which provides subcontracting opportunities to small business (including SDB, WOSB, HUBZone, VOSB, and SDVOSB).

In order to participate in this procurement, offerors MUST be registered in the System for Award Management (SAM). There is no fee to register for this site. Tentative Dates:
A pre-proposal conference will be conducted on July 2, 2019. It is planned for the conference to be held at the Fritz G. Lanham Federal Building in Fort Worth, TX. The exact time and location will be identified in the solicitation package. The solicitation will be issued on or about June 21, 2019. Proposals will be due on or about July 22, 2019. Award is anticipated to be on or about October 1, 2019.
