NASA Launch Service Program is pleased to announce the release of the Spacecraft Operations Processing Contract (SPOC) Request for Proposal (RFP), Solicitation No. 80KSC022R0020. The RFP had one immaterial change to content and incorporated dates from the Draft RFP (80KSC022R0020_DRFP) released on November 14, 2022 on sam.gov, as follows:

Background
NASA’s Launch Services Program at the John F. Kennedy Space Center released Solicitation No. 80KSC022R0020 for the Spacecraft Operations Processing Contract (SPOC). The contract’s goal is to secure a contractor to provide dedicated facilities and services that enable spacecraft and launch vehicle organizations to conduct processing and integration activities in preparation for mating the spacecraft with the launch vehicle.

Work Details
The SPOC Contractor shall provide facilities and services to facilitate and allow spacecraft/launch vehicle organizations to conduct processing and integration activities in preparation for mating the spacecraft with the launch vehicle at facilities near launch sites. The Contractor shall designate and operate one or more offsite facilities located near Kennedy Space Center/Cape Canaveral Space Force Station (CCSFS), Vandenberg Space Force Base (VSFB), or both.
The contract is structured as a firm-fixed-price, indefinite-delivery/indefinite-quantity IDIQ with the ability to issue firm-fixed-price task orders for Spacecraft Processing Ordered Tasks (SPOT) and other task orders.
It includes provisions for proposal preparation, evaluation, award, milestone payments, adjustments for government and contractor delays, use of government property, data requirements, safety and health compliance, and annual reviews.

Period of Performance
The contract will have an effective ordering period of five years from the contract effective date, with a potential extension to ten years. The anticipated contract award/effective date is January 2023.

Place of Performance
Offsite at contractor-designated facilities located near Kennedy Space Center/Cape Canaveral Space Force Station in Florida and/or Vandenberg Space Force Base in California.

Bidder Requirements
Offerors must pass an Equal Employment Opportunity (EEO) clearance prior to award. The successful contractor must obtain and maintain all necessary licenses, permits, and insurance for operating a spacecraft processing facility.
