Background
The Air Force Research Laboratory, Space Vehicles Directorate and Directed Energy, Phillips Research Site is soliciting white papers on the research effort described in Attachment 1 Statement of Objectives pursuant to the authority of 10 U.S.C. 2373, Procurement for Experimental Purposes. The Air Force anticipates awarding Cost Plus Fixed Fee contracts that will have a base period and two options.

Work Details
The objective of this effort is to develop, produce and acquire a strategic rad hard (SRH) Non-Volatile Memory (NVM) device with near-commercial State of the Art (SOTA) performance. This could be accomplished by leveraging advanced packaging along with radiation hardening techniques applied to SOTA commercial technology nodes. The technology must be suitable to use in DoD systems requiring trusted on-shore fabrication. The SRH NVM shall be scalable and support the design of a family of Multi-Chip Modules (MCM) of different storage capacity.
Topic Area 1. Space Vehicle Functionality and Logistics: To develop, produce and acquire SRH NVM for strategic missiles, missile defense and military space systems.

Anticipated award date around May 2023. The period of performance for individual awards (base effort plus two options) resulting from this CALL is as follows: End of Technical Effort Not to Exceed + 3 Months of Final Report Total Period of Performance: 57 Months
