Description

ALCON,

BLUF: This RFI is for MEG O&I only. Technical documents are being released via Bidder's Library by 1200 on 2 April 2024. Draft RPP to be released week of 15 April via Bidder's Library. Response requested - see letter to industry attached for more information.

Epoch 2 (E2) Space and MEO Epochs Ground Operations and Integration (MEG O&I) are two separate programs. The Government is releasing MEG O&I technical documents along with E2 technical documents, to ensure that industry has an opportunity to better understand how both programs will work together in the future.

The current acquisition timeline for MEG O&I is tentative. The Government does not intend to award MEG O&I prior to E2 Space and does not intend to run both competitions simultaneously.

SSC has entered into contracts with the Aerospace Corporation, the MITRE Corporation, LinQuest, Science Applications International Corporation (SAIC), Tecolote Research, American Systems Corporation, InSPIRE, Sierra Nevada Corporation, Axient Corporation, Space EA Systems, Stellar Solutions, ExoAnalytics, Booz Allen Hamilton, The Tech7 Company, Gemini Technologies LLC, Huntington Ingalls Industries, Odyssey Systems, New Bridge Partners, Sandia National Labs, Space Dynamic Lab, and Software Engineering Services. These companies support the Government's Space Force Program Office by performing technical reviews, systems engineering and integration analyses, cost estimation, and other advisory services.

Respondents are hereby notified that all responses will be provided to our support contractors for their services to the U.S. Space Force. If the respondent disagrees with the release of its RFI response to any of the aforementioned firms and their subcontractors, the respondent must clearly state this restriction in the cover letter accompanying the RFI response. Foreign firms are advised that they will not be allowed to participate in this acquisition at the prime contractor level; however, provided they are eligible to do business with the US Government they may be eligible to participate at the subcontractor level. The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by Export Control Act (Title 22, U.S. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et seq.). Request certification and registration from the Defense Logistics Services Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI 49016-3412 as soon as possible.

Background
The Resilient Missile Warning/Missile Tracking (MW/MT) - Medium Earth Orbit (MEO) Epochs Ground Operations & Integration (MEG O&I) RFI is issued by the United States Space Force, specifically the Space Systems Command (SSC). The RFI seeks industry feedback on a Resilient MW/MT MEO layer Epoch 2 architecture that will support future Missile Warning, Tracking and Defense (MWTD) capabilities. The Government is seeking industry feedback to inform the MEO Epoch 2 acquisition strategy and technical approach. The MEO MW/MT architecture will be incrementally developed in capability-based deliveries called Epochs. Each Epoch is expected to include at least one competitive award and allows for insertion of new technology, innovative solutions, and progressive or updated warfighter requirements to ultimately meet future capability needs.

Work Details
The work details involve providing feedback and approaches to support delivering a MEO Epochs Ground Operations and Integration (MEG O&I) that will support Epoch 1, Epoch 2, and future Epochs. Specific queries from the Government are provided in the solicitation document. The contract type being considered is a mixed type (Cost Plus and Fixed Price) contract. Small business participation is encouraged, and insights into potential subcontracting opportunities, recommendations to increase small business participation, and suggestions for a more appropriate code are requested. Responders are encouraged to respond as if they were a prime contractor on the effort.

Period of Performance
The projected timeline for this effort includes the release of draft MBSE (Cameo) Gov Ref Architecture on 19 April, one-on-one meetings in person during the week of 20 May, with the target award set for CY 2025, Q3 or Q4. Responses to this RFI are requested no later than 10 May 2024.
