This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhance the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award.

The Office of Space Commerce (OSC) Space Operations Division (SOD), is conducting market research in an effort to identify all potential industry sources with the capabilities to provide support for a potential Blanket Purchase Agreement (BPA) or indefinite delivery/indefinite quantity (IDIQ) for Spaces Situational Awareness (SSA) efforts described herein.

Background
The National Oceanic and Atmospheric Administration (NOAA), Office of Space Commerce (OSC) is conducting market research to identify potential industry sources capable of providing support for a potential Blanket Purchase Agreement (BPA) or indefinite delivery/indefinite quantity (IDIQ) for Space Situational Awareness (SSA) efforts.

This initiative aims to enhance the Government's ability to obtain services at reasonable costs and improve proposal preparation and evaluation efficiency. The OSC's mission includes developing a civil space traffic coordination system to support space safety and sustainability, as outlined in the 2018 US National Space Council's Space Policy Directive-3.

Work Details
The contract will involve providing commercial SSA data and services for integration into the Traffic Coordination System for Space (TraCSS). Key tasks include:
- Ground based sensor tracking observations on space objects across multiple phenomenologies and orbital regimes.
- Space based sensor tracking observations on space objects across multiple phenomenologies and orbital regimes.
- Orbit determination services.
- Ephemerides generation services.
- Conjunction assessment services.
- Risk assessment services.
- Data quality monitoring services.
- Space weather services.
- SSA related analytics and services.

The TraCSS architecture is designed to establish a central data repository, integrate multiple data sources, and create an environment for testing new capabilities.

Place of Performance
The work will be performed in a GovCloud environment, which is procured through a separate procurement activity.
