NASA GSFC has a requirement for Space Qualified River Lidar (SQRLi) for the development of scanning mirror in support of the Space Qualified Rover Lidar (SQRLi) project.

NASA GSFC seeks a space-flight qualified laser scanning mirror in support of Space Qualified Rover Lidar (SQRLi). The SQRLi Light Detection and Ranging (LiDAR) is the first of its kind 3D imaging system designed explicitly to support wheeled surface mobility (i.e., planetary, and human rovers). It incorporates high TRL imaging Lidar technology into a flight-qualified rover sensing system unlike any other. NASA has identified the Laser scanning mirrors as a critical enabling component to meet Lidar system-level requirements. In support of these goals, NASA requires the design, development, analysis, testing and production of a laser scanning mirror units that can meet the SQRLi system requirements. The laser scanning mirror shall provide a deflection angle of +/-12.5 vertical x +/-25 horizontal degrees with a total knowledge error of +/- 0.1 degrees or better. Scan rate required is 0.5-1.5Hz slow axis and 240-300Hz fast resonant axis. The total field of view shall be 50x100 degrees, and no smaller than 40x80 degrees. Optical component shall be >=10 mm in diameter with reflectivity and coatings optimized for 1064 nm laser. Laser scanning assembly shall be designed to survive >1 year constant use with presence of Lunar Dust.

Procurement will include 25 engineering samples (20 to support testing and 5 delivered to NASA) along with associated design models, build of materials and support analyses. The scanning mirror shall be proven to meet SQRLi requirements with preliminary reliability, thermal, and vibration testing. The scanning mirror assembly shall be delivered with closed loop and amplitude control.

National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC) Code 210.M, Mission Enabling Procurement Office, intends to issue a sole source contract to acquire the items from Optotune located in Switzerland. This action is in accordance with 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements . The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Eboni N. Washington at Eboni.N.Washington@nasa.gov not later than 4:00pm on February 3, 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
