Background
The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) plans to issue a Request for Proposal (RFP) for the Space Flight Systems Development and Operations Contract III (SpaceDOC III). NASA/GRC’s Space Flight Systems Directorate executes space-related programs including the Space Launch System, Orion service module, Gateway, International Space Station research, propulsion and power systems, and technology demonstrations.
SpaceDOC III will provide a vehicle for contractor support across NASA mission directorates and other government and non-government partners, enabling definition, design, development, analysis, fabrication, assembly, test, verification, delivery, and operation of space flight systems, associated support systems, ground equipment, spares, mission integration, operations, and sustaining engineering.

Work Details
The contractor shall provide all personnel, facilities, materials, services, and other functions necessary to:
- Management: cost reporting, configuration and data management, property management, systems engineering management, technical and financial reporting, risk management, export control, education and public outreach, reviews, and use of the Glenn Contractor Work Control System (GCWCS) for work order management, work plan submissions, and cost estimates.
- Product Assurance: quality management, system safety, materials and processes control, reliability and maintainability, software product assurance.
- Concept Studies: perform mission analyses, technology readiness assessments, feasibility evaluations, breadboard testing, and mission concept review deliverables.
- Concept and Technology Development: define system requirements, develop and evaluate concepts, perform trade studies, conduct verification and validation, support system requirements review (SRR) and system definition review (SDR) deliverables.
- Preliminary Design & Technology Completion: develop preliminary designs, subsystem and component analyses, software design, ground support equipment design, risk reduction via mockups and prototypes, and support critical design review (CDR) deliverables.
- Final Design and Fabrication: detailed design, fabrication, hardware and software integration.
- System Assembly, Integration & Test, Launch & Checkout: integrate, test, verify performance, and prepare for launch.
- Operations & Sustainment: mission operations, sustaining engineering, anomaly resolution.
- Closeout: project closeout activities, documentation, and data archiving.
- Research and Technology: formulation, reviews, technical implementation, deliverables and closeout of research and technology development projects.

Period of Performance
September 1, 2023 – May 31, 2031.
Including a 3-month phase-in (Sep 1 – Nov 30, 2023), a 36-month Base Period (Dec 1, 2023 – Nov 30, 2026), two 24-month Option Periods (Dec 1, 2026 – Nov 30, 2028; Dec 1, 2028 – Nov 30, 2030), and a 6-month optional extension (Dec 1, 2030 – May 31, 2031).

Place of Performance
NASA Glenn Research Center, Cleveland, Ohio, with work performed at GRC facilities and other sites as specified in individual Base and Delivery Orders.
