Description

This announcement is a Notice of Contract Action (NOCA) pre- solicitation notice regarding the Space Fence Sustainment solicitation. This NOCA does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract.In accordance with FAR 5.203(a), the purpose of this announcement is to inform Industry that the Government intends to release a sole source RFP to Lockheed Martin Corporation on or about 9 December 2024. This contract will provide level 2 sustainment services for the Space Fence weapon system. The estimated contract award date for this action is 2 Qtr 25. This contract action will be implemented through a new FAR-based contract and will contain multiple contract types (e.g. cost plus incentive fee (CPIF) and cost reimbursable (CR).
The current program of record is a single deployment of Sensor Site 1 (SS1), located on Kwajalein Island, and the Space Fence Operations Center (SOC), located at the Eglin AFB, Site C-6, Eglin Radar Facility. The Space Fence Radar's primary mission is to detect and track known and unknown space objects in Low Earth Orbit (LEO), Medium Earth Orbit (MEO), Highly Elliptical Orbit (HEO), and Geosynchronous Earth Orbit (GEO). The Space Fence Radar hardware and software are massive in scale. The SFS mission software in the Mission Subsystem (MSS), the Radar Subsystem (RSS) and the Facility Subsystem (FSS) consists of 17 Computer Software Configuration Items (CSCIs), with over a million software lines of code, 4,600 transmitter assemblies, 11,000 receive assemblies, 450 power supplies, and thousands of additional critical components.
This notice does not constitute a Request for Proposal nor does it restrict the Government in any way to an ultimate acquisition approach and is not to be construed as a commitment by the Government. The Government has evaluated previously submitted Statements of Capabilities submitted in response to SAM.gov posting published 3 May 2024 entitled Sources Sought Synopsis: Space Fence Radar AN/FSY-3 Sustainment and Modernization . The Government determined that Lockheed Martin Corporation is the only responsible source capable of providing the supplies and services without the Government experiencing unacceptable delays in fulfilling its requirements and substantial duplication of cost. The approved sole source Justification and Approval document will be made publicly available on SAM.gov within 14 days after contract award as per FAR 6.305.

Background
The United States Space Force, through its Space Systems Command, is issuing this Notice of Contract Action (NOCA) to inform industry about the upcoming sole source Request for Proposal (RFP) for the Space Fence Sustainment contract.

The goal of this contract is to provide level 2 sustainment services for the Space Fence weapon system, which plays a critical role in detecting and tracking space objects across various orbits.

The estimated award date for this contract is in the second quarter of 2025, with Lockheed Martin Corporation identified as the only responsible source capable of fulfilling these requirements without unacceptable delays or substantial duplication of costs.

Work Details
The contractor will be responsible for providing sustainment services for the AN/FSY-3 Space Fence radar system. This includes maintaining and supporting the hardware and software components of the system, which consists of:
- 17 Computer Software Configuration Items (CSCIs) containing over a million lines of code.
- 4,600 transmitter assemblies and 11,000 receive assemblies.
- 450 power supplies along with thousands of additional critical components.

The primary mission of the Space Fence Radar is to detect and track both known and unknown space objects in Low Earth Orbit (LEO), Medium Earth Orbit (MEO), Highly Elliptical Orbit (HEO), and Geosynchronous Earth Orbit (GEO).

The work will involve ensuring operational readiness and reliability of these systems at both Sensor Site 1 on Kwajalein Island and the Space Fence Operations Center at Eglin AFB.

Place of Performance
The work will be performed at multiple locations including Colorado Springs, CO; Republic of Marshall Islands; and Kwajalein Atoll.
