The purpose of this Amendment #3 is to: A) delete from L.26, B.6, Staffing Plan, Paragraph 3. and B) respond to Set #2 questions to the SESDA V RFP.

Background
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) has issued a solicitation for the Space and Earth Science Data Analysis (SESDA V) contract. The purpose of this requirement is to provide a broad range of services to support all the science disciplines within the GSFC Sciences and Exploration Directorate (SED), Code 600, as well as other GSFC Directorates such as the Flight Projects Directorate (Code 400), the Applied Engineering and Technology Directorate (Code 500), and the Information Technology and Communications Directorate (Code 700) when appropriate. The contract will also support a broad range of science disciplines, including solar and space plasma physics, astrophysics and astronomy, planetary studies, atmospheric science and climatology, oceanography, land processes, geodynamics, and solid earth geographics. The contract will involve the development and use of scientific computer systems, engineering data analysis systems, as well as providing engineering efforts that develop new technologies for science instrumentation, software application development and implementation, and computer system management for Science Exploration research.

Work Details
The Statement of Work (Attachment A) describes the scope of the requirement.

The acquisition will be conducted as a small-business set-aside competition with an Indefinite Delivery Indefinite Quantity (IDIQ) contract structure. The contract will have an effective ordering period of 5 years from the contract effective date. A Phase-In will be conducted under a separate contract with a 60-day period of performance. The anticipated contract award date is July 25, 2022, with an October 1, 2022 contract effective date. The contract will be performed onsite at NASA GSFC (Greenbelt) and offsite at the Contractor’s facilities.
