**As Amendments 0001 and 0002 made no substantive changes to the solicitation and only provided clarification, Offerors are not required to sign the SF30s associated with these amendments for a quote to be considered responsive.**

Description of Requirement:
This Request for Quotation (RFQ) is a solicitation for the Southeast U.S. (SEUS) Early Warning System (EWS) support services in accordance with the attached Statement of Work.
This solicitation is issued under the authority of Federal Acquisition Regulations (FAR), Part 12 Acquisition of Commercial Products and Commercial Services in conjunction with FAR Part 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services. This RFQ is Unrestricted in accordance with FAR 6.1 - Full & Open Competition. The government intends to award a Firm-Fixed Price purchase order resulting from this solicitation. The anticipated Period of Performance is a one-year base and four one-year option periods. All future amendments will be posted and updated at www.sam.gov.

Background
This Request for Quotation (RFQ) is issued by the National Marine Fisheries Service (NMFS) for the Southeast U.S. (SEUS) Early Warning System (EWS) support services. The goal of this contract is to enhance the protection of the North Atlantic right whale population, which migrates seasonally to the SEUS Core Area, by implementing aerial surveys and coordinating data dissemination among various stakeholders.

Work Details
The contractor will provide an aerial survey team to conduct EWS surveys in the SEUS Core Area, which includes regions off Georgia and northeast Florida. Key tasks include:

1. Implementing aerial surveys to monitor the North Atlantic right whale population.
2. Using photographic identification techniques for individual whale identification.
3. Communicating whale sighting locations to federal agencies and marine users to mitigate vessel collisions.
4. Monitoring reports of entangled or injured whales and responding accordingly.
5. Identifying human-caused threats to right whales and their habitat.

The contractor must ensure compliance with NOAA Fisheries' aircraft and crew provisions, coordinate with other survey teams, and manage logistics such as lodging and transportation.

Period of Performance
The anticipated period of performance is one year with four one-year option periods, starting from December 1 through March 31 annually.

Place of Performance
The contract work will primarily be performed in the SEUS Core Area, specifically off the coasts of Georgia and northeast Florida.
