NASA/John F. Kennedy Space Center plans to issue a Standard Form (SF) 330, Architect-Engineering Qualifications for a regional multiple award, indefinite-delivery indefinite-quantity (IDIQ) contract for Architect and Engineering Services for the design and other professional services necessary to rehabilitate, modernize, and/or develop new systems for facilities and Ground Support Systems (GSS) across all of the following locations: Kennedy Space Center (KSC), including Cape Canaveral Space Force Station (CCSFS); Stennis Space Center (SSC); Johnson Space Center (JSC), including White Sands Test Facility (WSTF); Marshall Space Flight Center (MSFC), including Michoud Assembly Facility (MAF); Vandenberg Air Force Base (VAFB), California, and any remote sites associated with these locations. This regional multiple award contract will provide a highly flexible contracting vehicle for participating Centers. The services will involve civil, structural, mechanical, and electrical services.

Background
NASA/John F. Kennedy Space Center is planning to issue a Standard Form (SF) 330 for a regional multiple award, indefinite-delivery indefinite-quantity (IDIQ) contract for Architect and Engineering Services. The goal of this contract is to provide necessary design and professional services to rehabilitate, modernize, and develop new systems for facilities and Ground Support Systems (GSS) across various NASA locations including Kennedy Space Center, Stennis Space Center, Johnson Space Center, Marshall Space Flight Center, and Vandenberg Air Force Base.

This contract aims to create a flexible contracting vehicle for participating Centers while promoting maximum participation from both large and small businesses.

Work Details
The scope of work under this IDIQ contract includes Architect-Engineering (A-E) services for engineering infrastructure, equipment, and facilities. The services required encompass civil engineering tasks such as water distribution, wastewater collection, stormwater management, parking facilities, roadways including traffic signals, landfills, dredging for transportation channels and canals, coastal management, railroads, demolition, airfields, specialized ground transportation infrastructure (over 500,000 pounds carrying capacity), security systems and force protection measures.

Structural engineering services will involve movable structures and mechanisms; cranes; launch structures; port facility structures; foundations; framing; large frame structures; and bridges. Mechanical services will cover HVAC systems; fire protection; process water distribution; pneumatic systems; environmental control systems; cryogen storage and distribution systems; and clean rooms.

Electrical services will include power distribution at various voltage levels; emergency power generation; renewable energy technologies; lighting systems; fire alarm systems; electronic security systems; HVAC controls; and centralized networking. Additionally, firms must demonstrate experience in project phases such as planning studies, coordination with state agencies for facility demolition across NASA centers, environmental permitting, construction oversight, and commissioning.

Period of Performance
The awarded contracts will have an ordering period of up to five years with an optional extension of up to six months.

The contract will be performed at multiple NASA locations including Kennedy Space Center (KSC), Cape Canaveral Space Force Station (CCSFS), Stennis Space Center (SSC), Johnson Space Center (JSC), White Sands Test Facility (WSTF), Marshall Space Flight Center (MSFC), Michoud Assembly Facility (MAF), Vandenberg Air Force Base (VAFB) in California, and any associated remote sites.
