The South Dakota National Guard has a requirement for Non-Commercial Sustaining Announcements (NCSA). This will give the South Dakota National Guard the ability to advertise at the State and local level using both: (1) Public Service Advertising (PSA); and (2) a hybrid between PSA and paid advertising called Non-Commercial Sustaining Announcements (NCSA) Program or Public Education Partnership (PEP) Program. The primary objective is to reach the SDARNG target demographic of 17-24 year-olds, then 25-35 year-olds.

The NCSA Program is made exclusively through State Broadcasters Associations (SBAs), which are represented nationally by the National Alliance of State Broadcasters Associations (NASBA). Each state has its own SBA which represents its radio and television broadcasters. The NCSA Program broadcasts in a variety of markets (large and small) throughout a given state, while giving priority treatment for available airtime, receiving repeated air-time through a campaign, and is more likely to air in desirable time slots between 6:00AM and 12:00 AM (Midnight) local standard time.

The Solicitation is a Total Small Business Set-aside resulting in a Firm Fixed Price award.

All offerors must have an ACTIVE SAM registration by closing of solicitation.

Background
The South Dakota Army National Guard requires Non-Commercial Sustaining Announcements (NCSA) and Public Service Advertising (PSA) media services to advertise at the state and local level. Established by the Army National Guard in 1995 and expanded nationally, the NCSA/PSA programs enable government agencies to deliver public interest messaging affordably. The SDARNG aims to reach target demographics of 17-24 and 25-35 year-olds to enhance recruitment leads and improve public perception of the Guard.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control to:
duplicate existing PSA and NCSA radio and television spots;
design creative packaging and distribute materials to each State Broadcasters Association (SBA);
negotiate and establish subcontracts with SBAs outlining airing expectations;
comply with the SDARNG Style Guide and Section 508 accessibility standards;
draft and submit a Monthly Status Report covering activities by state, tasks accomplished, deliverables, issues, DMA breakdowns, digital media placements, and program recommendations;
use only National Guard trademarked logos and manage imagery via a government-provided library, uploading approved content monthly;
utilize the National Guard ROI Tracking Tool for online banner media placement to create, track, and report campaign performance;
ensure "NATIONALGUARD.com" or "1-800-GO-GUARD" appear on all placements;
and produce six creative pieces per year for TV and radio.

Base period: 1 April 2023 to 31 March 2024, with four 12-month option periods from 1 April 2024 to 31 March 2025, 1 April 2025 to 31 March 2026, 1 April 2026 to 31 March 2027, and 1 April 2027 to 31 March 2028.

State of South Dakota via State Broadcasters Associations in various local markets; administrative and coordination activities in Rapid City, South Dakota.
