Under this contract, the IDIQ holder shall provide Primary and Secondary Engineering Controls Inspections and Certification Services for the Western States Network Consortium (WSNC) medical facilities. The WSNC is comprised of Veterans Integrated Service Networks (VISNs) 17, 19, 20, 21, and 22.)

a) VISN 17: Texas, Eastern New Mexico.

b) VISN 19: Montana, Wyoming, Eastern Idaho, Eastern Nevada, Utah and Colorado.

c) VISN 20: Oregon, Washington, Idaho and Alaska.

d) VISN 21: Northern California, Nevada, Hawaii Islands, Philippines Islands, Guam and

American Samoa.

e) VISN 22: Southern California, Arizona, New Mexico, Southern Colorado

NOTE: Due to future VA reorganization, VHA facilities under this agreement may be adjusted based on new organizational structure. Any adjustment will be accomplished through a bilateral modification.

To be considered a responsive and potential source, interested parties shall provide a capabilities statement containing the following information:

1. Business name, address, point of contact, phone number and email address.

2. Business size, type, and SAM Unique Identifier Number

3. Affirmation that the vendor is capable of performing in accordance with the attached

Requirement Description.

4. Schedule of Pricing.

5. Vendors must be able to provide service for a significant portion of the catchment area detailed in the above locations. The vendor shall identify which locations they can service with their existing capabilities.

Additionally, contractors can provide feedback on the attached Requirements Description, which may be considered if a solicitation is posted.

Provide the requested information to Robin Wilson at robin.wilson3@va.gov before 5:00 PM PST on June 12, 2026. All questions must be submitted in writing, no telephonic inquiries will be accepted.

This is a sources-sought notice only. The purpose of this notice is to obtain information regarding the availability and capability of verified sources to perform this potential requirement. Responses received will assist the Government in determining the appropriate acquisition strategy. The Government may or may not issue a solicitation as a result of this notice. There is no solicitation available at this time, and this is not a request for quotes.

Background
The Department of Veterans Affairs (VA) is seeking to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Primary and Secondary Engineering Controls Inspections and Certification Services for the Western States Network Consortium (WSNC) medical facilities.

The WSNC includes Veterans Integrated Service Networks (VISNs) 17, 19, 20, 21, and 22, which cover various states including Texas, Montana, Oregon, California, and others. This contract aims to ensure compliance with safety and operational standards in medical facilities through rigorous testing and certification of engineering controls.

Work Details
The contractor will perform on-site certifications of Biological Safety Cabinets (BSCs) and Laminar Air Flow Workstations (LAFWs) in accordance with NSF/ANSI Standard 49. Specific tasks include:

- Testing and certifying Compounding Aseptic Isolators (CAIs), Compounding Aseptic Containment Isolators (CACIs), and Primary Engineering Controls (PECs) per the latest standards;
- Conducting various tests such as airflow velocity profiles, HEPA filter leak tests, induction leak tests, and more;
- Providing detailed reports on test results;
- Marking any units that fail specifications;
- Ensuring all equipment used is calibrated to NIST standards;
- Conducting viable and non-viable particle counts;
- Performing comprehensive cleanroom testing every six months or as needed;
- Ensuring all work meets federal and state regulations. The contractor's personnel must have relevant experience and certifications.

Bidder Requirements
Interested bidders must submit a capabilities statement that includes their business name and contact information; business size and type; affirmation of capability to perform the required services; a pricing schedule; and identification of service locations within the specified catchment area. Contractors must have personnel with at least two years of relevant experience in USP <797> standards and operations within ISO environments. All testing must be conducted or supervised by certified professionals from recognized bodies such as NSF/ANSI-49 or CETA.
