Description

This Sources Sought Synopsis (SSN)/Request for Information (RFI) is in support of market research to identify potential vendors that are capable of providing installation security guard services at multiple U.S. Army Garrison Italy locations. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract based on this market research. No funds are available at this time. A solicitation is anticipated to be posted in 4th QTR FY25.

US Army Garrison (USAG) Italy, located primarily at Caserma Ederle, Vicenza, IT, (with satellite locations at Villagio compound, Vicenza, IT; Caserma Del Din, Vicenza, IT; and Camp Darby, Livorno, IT) is requesting information, pursuant to Federal Acquisition Regulation (FAR) Part 10, in support of market research, to identify potential sources for Security Guard Services at all of the aforementioned locations for USAG Italy. The Contractor shall perform services in accordance with the DRAFT Performance Work Statement (PWS) which is included in this SSN/RFI

In an attempt to present the requirement in synch with industry's current capability and standards, we present the following questions for feedback from your organization:

1. Has your organization ever provided Security Guard services in Italy previously? If so, please provide top-level details of the effort. If not, does your organization have the capability to meet the requirements to conduct these services in Italy and obtain the Licenza Prefettizia (Prefecture License to provide Guards) in all three precincts (Livorno, Pisa, and Vicenza). Briefly explain how your organization would obtain the required licenses needed to operate a Security Guard Business in Italy.

2. Has your organization ever provided Security Guard services with over 100 Full-Time-Equivalent (FTE) employees simultaneously employed while providing the services at multiple geographical locations at least 100 miles (160 km) apart.

3. The Government is considering a contract duration between a five (5) to ten (10) year period. The Government intends to include economic price adjustment clause in the contract to account for wage rate adjustments with established Unions. What is your organizations most preferable contract duration period? What is the rationale for the preferred contract duration period?

4. Per attached DRAFT PWS, the security guard contractor will be required to administer an initial and annual Physical Ability Testing (PAT) for each Security Guard employed. The PAT includes events that provide a measure of the individual's ability to successfully accomplish the essential functions of the security guard position and are detailed in the attached PWS.

At this time, the Government seeks input from our Industry partners to provide any applicable recommended modifications to the PAT or confirmation that the proposed PAT is appropriate. If revisions are recommended by your organization, please provide rationale.

5. In the attached DRAFT PWS requirements for contract personnel are provided in detail. Are there any further recommendations for changes (based upon what is detailed in the document) that the government should make to the current DRAFT PWS to better meet industry and country standards? Please provide rationale for each recommendation made.

6. The government in contemplating including a requirement for canine services. Has your organization provided similar services in the past? If so, please provide top-level details. If not, does your organization have the capability to provide this service if solicited and/or do you see any challenges that could arise through the addition of this requirement?

Responses to the above SSN/RFI should be provided via email NLT 3 DEC at 1600 hrs Central European Time (CET) to the emails identified below. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Please clearly identify any information your company considers proprietary. No classified, confidential, or sensitive information shall be included in a response to this Sources Sought. Telephone inquiries will not be accepted or acknowledged.

The proposed North American Industry Classification Systems (NAICS) Code is 561612, which has a corresponding Size Standard of $29.0M. The government requests that interested parties respond to this notice with a capability statement not to exceed (NTE) three (5) pages and ensure your Unique Entity ID, CAGE Code are identified per listed NAICS code. Please include pertinent feedback in response to above questions. Capability statements shall be electronically submitted via email only. No paper documents will be accepted or acknowledged.

The 414th CSB and IMCOM Europe will jointly be conducting an industry day for this requirement on 10 December at 10:00 A.M on Caserma Carlo Ederle, with follow on 1-on-1 meetings held the second half of the same day. 1-on-1s will be approximately 45 minutes per company. Background
