Sources Sought Synopsis for Digital Airport Surveillance Radar (DASR) Sustainment   2

Background
The Air Force Materiel Command, through the Air Force Life Cycle Management Center's Electronic Systems Directorate, is conducting market research for the sustainment of Digital Airport Surveillance Radar (DASR) systems.

The goal is to extend the existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Raytheon Company by five years, ensuring continued support and expertise for all fielded DASR systems. This initiative is crucial for maintaining operational capabilities within the National Airspace System.

Work Details
The contractor will provide sustainment support for 157 DASR systems both CONUS and OCONUS, ensuring an Availability of 99.4%. Key tasks include:
1. Addressing Diminishing Manufacturing Sources and Material Shortages (DMSMS):
- Identification and forecasting of DMSMS issues
- Parts list monitoring
- Assessment and analysis of DMSMS impacts
- Implementation of resolutions including qualification of new parts.
2. Supporting system modifications and performance improvements, including design changes.
3. Testing software builds for Primary Surveillance Radar (PSR) and Monopulse Secondary Surveillance Radar (MSSR).
4. Technology refresh initiatives.
5. Manufacturing, procuring, and testing spares or assemblies.
6. Repairing unserviceable components.
7. Supporting resolution of various reports related to system performance.
8. Cybersecurity initiatives including security controls implementation.
9. Providing technical support and failure analysis.

Period of Performance
The ordering period will be extended until September 28, 2030, followed by two years of delivery ending September 28, 2032.

Place of Performance
The services will be performed at various locations supporting both CONUS (Continental United States) and OCONUS (Outside Continental United States) operations.
