Sources Sought Synopsis for AN/ALQ-131 Electronic Countermeasures (ECM) Pod Parts and Voltage Controlled Oscillators (VCO)

Background
This market survey is being conducted by the Air Force Life Cycle Management Center’s (WNY-EW FMS) Electronic Warfare and Avionics (EW&A) division to identify potential sources for the design, manufacture, and qualification of Bands 3, 4, & 5 Voltage Controlled Oscillators (VCOs) for the AN/ALQ-131 Electronic Attack Pod. The performance specifications of the subject VCOs shall be Northrop Grumman Corporation (the OEM) Part Numbers: 587R226H03, 586R874H04, and 585R200H05. The survey allows contractors to provide their company’s capability to participate in the tentative future assessment. Both large and small businesses as well as research institutes are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

Work Details
The work involves responding to a Capability Survey with questions related to general capabilities, experience on previous projects, handling classified material and data, generating technical data and engineering drawings, quality assurance processes, design, manufacture and qualification of Microwave components, certification processes and standards, test evaluation and repair processes/procedures, technology insertion ideas, engineering circuit cards and/or electronic assemblies experience.
Specific capability questions include configuration management processes, addressing form, fit, and function, resolving parts obsolescence and diminishing manufacturing sources problem, addressing absence of drawings/specifications/technical data/test procedures, and discussing any reverse engineering or item replacement opportunities.
