Sources Sought - Sports Official Services BPA

Background
Dover Air Force Base (DAFB) is seeking qualified contractors to establish a Blanket Purchase Agreement (BPA) for Sports Officiating and Scorekeeping services. The BPA will cover various sports including flag football, softball, basketball, soccer, and volleyball for both adult and youth leagues.
The goal of this contract is to ensure that certified officials are provided to enforce sports rules and by-laws while maintaining detailed records in compliance with Air Force regulations.

Work Details
The contractor shall provide all labor, tools, equipment, uniforms, materials, supervision, and transportation necessary for Sports Officiating and Scorekeeping services at Dover AFB. Responsibilities include:
1. Officiating sports such as flag football (2 officials), softball (1 umpire, 1 scorekeeper), soccer (2 officials), basketball (2 officials, 1 scorekeeper), volleyball (1 official, 1 scorekeeper), youth basketball (1 official for ages 5-6; 2 officials for ages 7-10), and youth soccer (1 official for ages 5-6; 2 officials for ages 7-10).
2. Ensuring all officials are certified members of recognized officiating associations.
3. Attending a scheduled sports clinic prior to the season to review specific rules/by-laws.
4. Maintaining professional appearance and compliance with safety requirements during officiating.
5. Reviewing scorebooks/score sheets to ensure accuracy of information recorded during contests.
6. Enforcing local sports by-laws and governing rules from recognized sports bodies such as NCAA for basketball and USSSA for softball.
