Market Intelligence to Assess Potential Use of an Other Transaction (OT) Agreement Under 10 U.S.C. 2808a.
BLDG 212 Repair by Replacement of an 86-Bed Barracks Facility, Fort. Stewart, Georgia
Background and Objective
The U.S. Army Corps of Engineers (USACE), Savannah District is conducting market research to assess industry capability and interest in supporting this effort using Other Transaction (OT) authority under 10 U.S.C. 2808a, Facility Construction or Repair: Transactions Other Than Contracts and Grants. This authority is distinct from the Department of Defense prototype OT authorities commonly associated with 10 U.S.C. 4021 and 4022.
This effort involves the repair by replacement of an existing 86-bed Permanent Party Unaccompanied Enlisted Personnel Housing (UEPH) Army barracks facility at Fort Stewart, Georgia. The estimated magnitude of this pilot project is between $30M -$40M and is expected to include planning, design, construction, and demolition. The replacement facility will comply with applicable Department of War and Army barracks criteria, while not exceeding Army maximum space standards.
The Government is considering a delivery approach that leverages volumetric, modular, industrialized, or other commercially proven construction methods that may accelerate delivery, improve quality, reduce cost, improve maintainability, and support standardization across future Army barracks projects. The Government is particularly interested in commercial practices that support collaborative project execution and nontraditional project delivery structures that may be appropriate under OT authority.
This project is intended to serve as a pilot initiative that could inform future design and construction efforts of approximately 2,000 barracks beds across Georgia Army installations using similar construction methods, project delivery approaches, and innovative technologies. Any future follow-on production OT agreement or contract, if pursued, would be subject to applicable statutory authority and conditions, including any requirements governing follow-on transactions under the relevant OT framework. Respondents are advised that any future follow-on opportunity could be significantly larger than the initial pilot effort.
Objective: The Government is operating on a short schedule to refine its acquisition strategy. The purpose of this notice is to obtain information that will help the Government:
- Assess the availability of commercial and nontraditional construction capabilities relevant to this requirement.
- Determine whether OT authority under 10 U.S.C. 2808a is a suitable acquisition approach for this project.
- Refine technical requirements, commercial terms, and business arrangements for a potential future pilot OT solicitation or other procurement approach.
Project Overview
At a minimum, respondents should base their responses on the following project parameters:
- Facility type: Permanent Party UEPH barracks for junior enlisted and junior NCO personnel.
- Capacity: 86 single soldiers.
- Maximum gross area: 485 square feet per occupant, for a total maximum gross area of 41,710 square feet.
- Site: Fort Stewart, Georgia.
- Barracks planning criteria: Functional spaces and square footage for individual spaces are to be in accordance with the 2025 Army Barracks Standard for Permanent Party Unaccompanied Housing, Junior Enlisted and Junior NCOs Memorandum. The room module layout referenced in that memorandum is not mandatory for this project; respondents may propose alternative layouts that satisfy the functional requirements, project objectives, and maximum gross area.
The Government intends for the replacement barracks to be similar, where practical, both functionally and technically to high-quality housing commonly delivered in the surrounding private-sector community, while also satisfying Army functional needs, maintainability objectives, and installation requirements.
Codes, Criteria, and Performance Objectives
The Government is considering an approach that relies primarily on commercial building codes and selected Unified Facilities Criteria (UFC), subject to any required approvals by HQUSACE. Respondents are encouraged to provide comments on the feasibility, benefits, risks, approval implications, and implementation challenges of this approach for volumetric, modular, or industrialized construction solutions.
The Government is currently considering the following minimum codes and criteria baseline:
- IBC 2024
- IMC 2024
- IPC 2024
- IFC 2024
- IECC 2024
- NEC
- NFPA standards, as applicable
- UFC 1-200-02, High Performance and Sustainable Building Requirements, to the extent mandated by federal law
- UFC 4-010-06, Cybersecurity of Facility-Related Control Systems
- UFC 4-021-01, Design and O and M: Mass Notification Systems
The Government is also considering the following design and operational features because they may improve durability, occupant comfort, maintainability, acoustic performance, and mold prevention:
- Impact-resistant drywall throughout.
- STC ratings in accordance with UFC 3-101-01, Table 2-1.
- Gross building area calculations in accordance with UFC 3-101-01, Table 3-1.
- Steel framing.
- The use of dedicated outside air systems for management of outside-air humidity, in accordance with UFC 3-410-01, paragraph 1-7.
- The ability to access dwelling-unit mechanical equipment from outside the dwelling units.
- Indoor corridors.
- Concrete floors or decking between floors.
For purposes of this RFI, respondents should clearly identify whether they view these features as:
- Fully compatible with their standard commercial or industrialized building system;
- Achievable with modifications; or
- Better addressed through an alternative technical solution that provides equal or better performance.
Where respondents recommend alternatives, the response should explain how the proposed approach would satisfy or improve upon the Governments desired performance outcomes for durability, humidity control, occupant comfort, acoustics, maintainability, resilience, and lifecycle value.
Respondents are also encouraged to identify any additional codes, UFC provisions, anti-terrorism or force protection requirements, fire protection considerations, inspection requirements, or approval dependencies that would likely affect implementation of a volumetric or industrialized barracks solution under this approach.
Information Requested
The Government seeks information on commercially available and emerging construction approaches, technologies, products, systems, and delivery models that may improve future Army barracks construction, especially when applied through volumetric, modular, industrialized, or similar methods.
Respondents should address the extent to which their approach can support the following objectives:
- Ability to meet the performance objectives outlined in the Codes, Criteria, and Performance Objectives above.
- Reduced project delivery time.
- Improved constructability.
- Reduced lifecycle cost.
- Improved affordability.
- Improved quality and durability.
- Improved resilience and sustainability.
- Improved humidity control, mold prevention, and long-term building performance.
- Improved operations and maintenance efficiency.
- Standardization and repeatability across multiple barracks projects and installation sites.
- Scalability to future Army barracks efforts beyond the initial pilot project.
The Government is particularly interested in responses addressing the following:
- Description of the respondents construction approach, including whether it is volumetric, panelized, modular, hybrid, or another industrialized construction system.
- Relevant experience delivering comparable multifamily, hospitality, military housing, student housing, or barracks-type facilities, including project size, location, delivery timeline, and owner type.
- Production capacity and supply chain information, including fabrication locations, module or unit output capacity, transportation considerations, and constraints affecting deployment at Fort Stewart or similar sites.
- Typical commercial pricing structures for this type of work, including how pricing is allocated among design, fabrication, transportation, site work, installation, commissioning, and appliances/equipment.
- Typical milestone payment structures and any recommendations regarding milestone events that align with commercial practice and project risk.
- Common commercial terms related to intellectual property, technical data, software, product data, system documentation, operations and maintenance information, and any data or property rights the respondent would typically seek to retain or license.
- Any recommendations for how an OT agreement for this type of project could be structured to best support speed, innovation, commercial participation, and collaboration.
- Commercial or Government-imposed barriers that currently make it difficult to propose or implement volumetric, modular, industrialized, or otherwise innovative construction solutions on military construction projects, and the specific flexibilities in an OT agreement that could help overcome those barriers.
- The respondents recommendations regarding how the pilot project could be structured to enable repeatability and scalable follow-on use across multiple Army installations in Georgia.
- Any additional recommendations that would assist the Government in refining its acquisition strategy.
