Sources Sought - Resource Enterprise Services (RES)

Background
The Office of the Secretary of War (OSW), specifically the Cost Assessment and Program Evaluation (CAPE) division, is conducting market research to identify qualified contractors capable of providing Resource Enterprise Services (RES) for the Program Review and Enterprise Services Division (PRESD).

The goal is to support the Department of War's Planning, Programming, Budgeting, and Execution (PPBE) process, which allocates resources based on strategic objectives. This effort aims to modernize technologies within the RES system and enhance analytical support for budgetary requirements.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to perform Resource Enterprise Services (RES) for PRESD. Key tasks include:
1. Provide secure expert systems compliant with the Risk Management Framework (RMF) and Zero Trust principles.
2. Offer expert advice on improving and automating the PPBE system.
3. Modernize existing PPBE systems to enhance user experience and efficiency.
4. Improve data exchanges with other DOW applications.
5. Integrate program, budget, acquisition, and strategic information processes and systems.
6. Migrate capabilities to cloud services.
7. Develop standard technology frameworks for data collection and reporting.
8. Ensure all contractor personnel identify themselves as contracted support in communications with OSW CAPE stakeholders.

The services will be performed at locations specified by the government.
