MO ARNG WTC Barracks

The US Army Corps of Engineers (USACE), Savannah District, is conducting market research to identify potential parties having interest in and capability of performing construction specialty trade services for a specially designed Advance Skills Training Barracks of permanent construction. The Advance Skills Training Barracks includes the following items that are integral to the facility; Educational Facility. This facility will be designed to meet Industry Standards as well as all local, State, and Federal building codes and as per 42 U.S. Code 4154. Construction will include all utility services, information systems, fire detection and alarm systems, roads, walks, curbs, gutters, storm drainage and site improvements. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance as per ASA(IE&E) Sustainable Design and Development Policy updated 2017. Access for individuals with disabilities will be provided. Antiterrorism measures in accordance with the DoD Minimum Antiterrorism for building standards will be provided. This project will comply with the Army 1 SQFT for 1 SQFT disposal policy through the disposal of 49,322 SQFT.

Based on the responses to this source sought notice/market research, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions. The Government will consider feedback received in determining if a small business set-aside is appropriate for this when it issues the solicitation package anticipated early 4th quarter with an award this fiscal year.

If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.

  1. The applicable NAICS code for this requirement is 236220 Commercial and Institutional Building Construction with a Small Business Size Standard of $45M. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
  2. Construction Magnitude: The estimated magnitude of this construction project is between $10,000,000 and $25,000,000 (DFARS 236.204).
  3. Project Description: Project demolishes 2 existing barracks buildings at the Warrior Training Center, Fort Moore and constructs new open bay, barracks facility on site. Project includes reconstruction of vehicular traffic adjacent to the building to accommodate new requirements. Project includes Base Bid and two (2) Options.
  4. The estimated period of performance for construction is 540 calendar days after issuance of the Notice to Proceed. Specifics regarding the number of option periods, if any, will be provided in the solicitation.
  5. This project is fully designed, specifications and drawings will be provided if the solicitation is issued.
  6. All interested parties, with 236220 as an approved NAICS code, are requested to capability package limited to no more than five (5) pages (excluding Market Survey). All responses under this Sources Sought Notice must be emailed to Contract Specialist, Mrs. Sharon Watson at sharon.m.watson@usace.army.mil and cc the Contracting Officer, Mr. Gregory Graham at gregory.m.graham@usace.army.mil no later than December 7, 2023 at 3:00pm Eastern Standard Time. Responses must include identification and verification of the company's business size status, a completed Market Survey Questionnaire, and a capability package, which is provided as an attachment to this announcement.
Background
