THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide support of FEMA's Risk Mapping, Assessment, and Planning (MAP) program. The information provided in this RFI is subject to change and is not binding on the Government. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services. No contract awards will be made from this notice and no solicitation is available at this time.

Background
The Federal Emergency Management Agency (FEMA) is seeking to gather information to support its Risk Mapping, Assessment, and Planning (MAP) program. This program aims to provide critical flood hazard and risk information that informs resilient decision-making and actions to mitigate disaster impacts. Flooding has been identified as the most costly natural hazard in the United States, resulting in over $155 billion in property damage over the past decade.

To guide its efforts, FEMA has developed the Risk MAP Multi-Year Plan for 2023-2027, which outlines the strategic direction for the program. The agency is currently utilizing a Production and Technical Services (PTS) Architect-Engineer Services (A&E) contract organized into geographical Zones to facilitate these efforts.

Work Details
FEMA is requesting feedback on several aspects of its current PTS contract structure and operations:
1. Evaluation of the current geographical organization of Zones, including potential changes and the value of competition among providers for Regional Task Orders.
2. Consideration of small business capabilities and feasibility for set-asides within Zones or technical disciplines.
3. Exploration of implications regarding a longer total IDIQ contract duration (7 or 10 years) and recommendations for suitable contracting types for flood map production activities.
4. Suggestions on improving quality management processes through an Independent Verification and Validation (IV&V) contractor, including how to structure quality requirements effectively.

Additionally, FEMA is interested in how open-source methods can enhance flood risk identification and management, as well as considerations for developing cloud-based tools for flood hazard information.

Place of Performance
The work will be conducted across various FEMA Regions organized into three Zones: Zone 1 (Regions 1, 2, 3, and 5), Zone 2 (Regions 4, 5, and 7), and Zone 3 (Regions 8, 9, and 10).
