Description

This is a sources sought notice seeking 8(a) contractors with capabilities to perform engineering services as outlined in the attached draft PWS. Please provide capabilities statements, comments regarding the PWS, or other questions that industry may have. There is no date at this time of when to expect a solicitation. This is for market research purposes only.

This is a sources sought notice seeking 8(a) contractors with capabilities to perform engineering services as outlined in the attached draft PWS. This is for market research purposes only.

Work Details
The contract involves providing quality control in meeting the requirements of the TO. The contractor’s QCP shall describe its quality control methodology for accomplishing TO performance expectations and objectives. The contractor shall fully discuss its validated processes and procedures that provide high quality performance for the PWS. The QCP shall describe how the processes integrate with ’s requirements.

The contractor shall coordinate and schedule a PMR with client and contracting officer(s) at least annually to discuss lessons learned, required contract changes, dispute resolution, and any other items that are impacting the intent of the PWS and support defined within the contract. The contractor shall provide a PMR Meeting Agenda for review and approval by the COR prior to finalizing. The contractor shall draft and provide a PMR Meeting Minutes Report documenting the PMR Meeting discussion and capturing any action items.

The contractor shall coordinate and schedule a Financial and Budgetary Review Meeting with client and (s) at least annually to address invoicing, contract closeout, CLIN clarification, and other items specifically related to the financial aspects of the contract. The contractor shall provide a Finance and Budget Review Meeting Agenda for review and approval by the COR prior to finalizing. The contractor shall draft and provide a Finance and Budget Review Meeting Minutes Report documenting the Meeting discussion and capturing any action items.

The Contractor shall not employ, hire, or contract with employees of the United States Government or the DoD if such employment would create a conflict of interest. The Contractor shall ensure that its employees receive training on how to avoid organizational conflicts of interest. If outlined in the Task Order, Contractor employees may be required to have access to or participate in the development of source selection information, in which case they must notify the CO immediately whenever it becomes aware that such access or participation may result in any actual or potential Organizational Conflict of Interest (OCI). The following section provides pertinent information regarding management of the contract including security clearances, facility clearance level, physical security, operations security (OPSEC), common access cards.
