Background
The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) is seeking to conduct market research for the Operations, Maintenance, and Defense of Army Communications in Southwest Asia (OMDAC-SWA). This initiative aims to identify capable sources that can support mission-critical requirements for military communication systems across multiple countries in the region.

The primary objective is to ensure comprehensive repair, preventive maintenance, technical sustainment, and operational support of military communication equipment and associated infrastructure.

Work Details
The contractor will be responsible for providing all necessary management, personnel, administration, vehicles, travel, training, and equipment (excluding Government-Furnished Property) required for 24/7/365 sustainment, operations and maintenance (O&M), and repair of Army Base Communications Information Systems.

Key tasks include:
- Maintenance and technical support of Defensive Cyberspace Operations systems and WAN/LAN security hardware at the Regional Cyber Center – SWA.
- Repair and real-time monitoring of active network equipment at Network Operations Centers.
- Technical maintenance of satellite facilities including Earth Terminal Complex at Camp Arifjan.
- O&M of switchboard systems and physical repair of fiber-optic/copper cable lines.
- Preventive maintenance of auxiliary power systems dedicated to strategic communication facilities.

Period of Performance
The contract will be performed over a duration that aligns with the operational needs in the Southwest Asia Area of Responsibility.

Place of Performance
The work will be conducted in five OCONUS countries: Kuwait, Bahrain, Iraq, Qatar, and Jordan across over 30 posts, camps, and stations.

Bidder Requirements
Prospective bidders must meet several critical performance parameters:
1. Demonstrate a viable mechanism for achieving full operational capability under active theater combat conditions.
2. Possess a compliant mechanism for obtaining work authorizations in host nations for hundreds of personnel.
3. Ensure 100% of personnel hold active security clearances at contract start; key positions require TS/SCI clearances.
4. Personnel must have mandatory technical certifications as per DoD standards on Day 1.
