Sources Sought Only - NFPA 101 Life Safety Code Training

Background
The Federal Bureau of Prisons (BOP) is seeking a contractor to provide NFPA 101 Life Safety Code Training Program, estimated at up to four courses a year. The BOP has approximately 36,500 employees across 122 locations in the United States and Puerto Rico, each governed by federal laws and regulations. The goal of this contract is to fulfill BOP policy requirements for training Department employees in life safety codes.

Work Details
The contractor shall provide an NFPA 101 Life Safety Code Training program delivered by an authorized instructor who meets specific evaluation criteria: at least 5 years of full-time experience in fire protection, at least 3 years teaching similar classes, current or recent service on an NFPA committee, familiarity with the correctional environment, and availability to meet the BOP training schedule.

The training must cover topics such as the NFPA code development process, life safety code structure, requirements in core chapters and occupancy-specific chapters related to jails and prisons. The contractor must also provide course materials for both in-person and virtual training sessions, incorporating BOP-relevant scenarios. Qualified instructors must be provided with names submitted two weeks prior to class. The contractor is responsible for ensuring uninterrupted delivery of training and compliance with security requirements.

Period of Performance
Base Year: Date of award – 12 months; Option Year 1: Months 13–24; Option Year 2: Months 25–36; Option Year 3: Months 37–48; Option Year 4: Months 49–60; Option for a 6-month extension: Months 61-66.

Place of Performance
Primary location is the Management and Specialty Training Center, Aurora, CO. Other federal facilities may be used if mutually agreed upon. Virtual training may also be requested.

Bidder Requirements
Bidders must have experience teaching Life Safety Code Training and meet specific instructor qualifications outlined in section 2.1 of the Statement of Work.
