Description

Perform Operation & Maintenance (O&M) with Repair and Minor Construction in Support of the Defense Health Agency (DHA) Program, Irwin Army Community Hospital (IACH), Fort Riley, KS.

Sources Sought Notice/ Market Research for information on capability and availability of potential contractors interested in proposing on Firm-Fixed-Price Contract to provide operations and maintenance with repair and minor construction in support of DHA program for IACH and associated medical, dental, pharmacy, and laboratory facilities. The intent of the contract is to provide all personnel, services, materials, equipment (except those materials and equipment that are Government-furnished), and transportation required to perform Operation and Maintenance (O&M) with Repair and Minor Construction service.

This is a Market Research and Sources Sought Notice only. No award will result from this Sources Sought Notice (SSN). There is no solicitation available at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation (FAR) and its supplements. It is the contractor's responsibility to monitor the Government Point of Entry for the release of any solicitation.

Background
The solicitation is a Sources Sought Notice/Market Research for information on the capability and availability of potential contractors interested in proposing on a Firm-Fixed-Price Contract to provide operations and maintenance with repair and minor construction in support of the Defense Health Agency (DHA) program for Irwin Army Community Hospital (IACH) and associated medical, dental, pharmacy, and laboratory facilities at Fort Riley, KS.

Work Details
The Performance Work Statement includes sustainment O&M services such as plumbing systems, medical gas systems, fire suppression/protection systems, HVAC systems and controls, electrical systems and circuits, refrigeration systems, electronic systems, building exterior, interior finishes, and The Joint Commission (TJC) deficiency correction. Additionally, the contractor shall operate and maintain non-sustainment systems including moveable files and furniture, electric locks and buzzers, pneumatic tubes and trash tubes, communication systems support, windows and glass cleaning, locksmith operations, maintaining as-built drawings. The contractor is also required to submit various reports such as monthly reports outlining items showing wear and tear beyond their normal life expectancy and those requiring replacement or expected to require replacement before the end of the reporting period. The contractor shall also provide a comprehensive preventive maintenance program, ensure Real Property Inventory Equipment (RPIE) numbers exist or are created and maintained in the Defense Medical Logistics Standard Support (DMLSS), maintain an automated inventory system that tracks current status of on-stock inventory, establish as-builts in DMLSS-Draw base using AutoCAD for local use to keep all red lines up to date and provide drawings upon request. The contractor shall provide emergency maintenance work to protect property from serious damage and any equipment failure which would result in stopping the delivery of proper healthcare and safety to personnel and patients. The contractor is also required to record monthly utility readings for all buildings under contract and maintain all hospital documentation within an electronic file designed to replicate the layout of the current Hospital Accreditation Standards published by TJC. Furthermore, the contractor shall provide labor, equipment, and materials to provide on-site support for the OSHA Voluntary Protection Program (VPP) and the BUILDER system.
