Sources Sought Notice-Perform O&M with Repair and Minor Construction at DDEAMC   4

Background
The Defense Health Agency (DHA) is seeking contractors for a Firm-Fixed-Price Contract to provide operations and maintenance (O&M) services, including repair and minor construction, at the Dwight David Eisenhower Army Medical Center (DDEAMC) located at Fort Gordon, Georgia.

The contract aims to ensure that all Medical Treatment Facilities (MTF) operate efficiently and effectively in support of the DHA program. This Sources Sought Notice serves as market research to assess the capabilities and availability of potential contractors.

Work Details
The contractor will be responsible for providing all labor, materials, supplies, transportation, tools, and equipment necessary for the O&M of medical facilities. Key tasks include:
- Sustainment O&M services for plumbing systems, medical gas systems, fire suppression/protection systems, HVAC systems and controls, electrical systems and circuits (including emergency power), refrigeration systems, electronic systems, building exterior and interior finishes.
- Correct deficiencies in accordance with installation, state, and federal codes.
- Operate and maintain non-sustainment systems such as moveable files and furniture, electric locks and buzzers, pneumatic tubes, communication systems support, windows and glass cleaning (twice a year), locksmith operations.
- Provide monthly reports to the Facility Manager on items requiring replacement or showing wear beyond normal life expectancy.
- Establish a comprehensive preventive maintenance program that includes scheduling actions based on manufacturer recommendations.
- Ensure accuracy of Real Property Inventory Equipment (RPIE) numbers in the Defense Medical Logistics Standard Support (DMLSS).
- Maintain hospital documentation electronically according to TJC standards.
- Provide emergency maintenance work 24/7 to protect property from serious damage affecting healthcare delivery.

Period of Performance
The anticipated period of performance includes a base year with four one-year options.
