Description

Perform Operation & Maintenance (O&M) with Repair and Minor Construction in Support of the Defense Health Agency (DHA) Program, Medical Research and Development (MRDC), Multiple Locations.

Sources Sought Notice / Market Research for information on capability and availability of potential contractors interested in proposing on Firm-Fixed-Price Contract to provide operations and maintenance with repair and minor construction in support of DHA program for MRDC and associated medical, dental, pharmacy, and laboratory facilities. The intent of the contract is to provide all personnel, services, materials, equipment (except those materials and equipment that are Government-furnished), and transportation required to perform Operation and Maintenance (O&M) services for MRDC, staffed 24/7 (365).

The anticipated period of performance is a base and four one year options. Locations: Natick, MA; Fort Rucker, AL; Forest Glenn, MD; Aberdeen, MD; Fort Detrick, MD; and Dover AFB, DE

There is no solicitation available at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation (FAR) and its supplements. It is the contractor's responsiblity to monitor
the Government Point of Entry for the release of any solicitation.

Background
The Defense Health Agency (DHA) is seeking contractors to provide operations and maintenance (O&M) services, along with repair and minor construction, in support of the Medical Research and Development Command (MRDC).

The contract aims to ensure that associated medical, dental, pharmacy, and laboratory facilities are maintained effectively. The contractor will be responsible for providing all necessary personnel, services, materials, equipment (excluding government-furnished items), and transportation for O&M services that will be available 24/7 throughout the year.

Work Details
The contractor will perform sustainment O&M services including but not limited to: plumbing systems, medical gas systems, fire suppression/protection systems, HVAC systems and controls, electrical systems and circuits (including emergency power), refrigeration systems, electronic systems, building exterior and interior finishes.

Additional responsibilities include support work such as partitions and utilities while government repair personnel focus on medical and research laboratories. Non-sustainment tasks include managing movable files and furniture, window and glass cleaning twice a year, maintaining as-built drawings, pest control, water treatment operating plans, fire extinguisher maintenance, submitting monthly reports on wear and tear of items requiring replacement or repair, providing daily coordination with Facility Management staff for effective O&M operations.

The contractor must also implement a comprehensive Preventive Maintenance program in accordance with manufacturer recommendations and maintain accurate records in the Defense Medical Logistics Standard Support system. Emergency maintenance work must be provided 24/7 to prevent damage to property or disruption of research activities. The contractor is expected to maintain documentation electronically that reflects the layout of current facilities.

The anticipated period of performance includes a base year plus four one-year options.

The projects will be performed at multiple locations including Natick, MA; Fort Rucker, AL; Forest Glenn, MD; Aberdeen, MD; Fort Detrick, MD; and Dover AFB, DE.
