Sources Sought Notice - Perform O&M with Repair and Minor Construction at CRDAMC   5

Background
The Defense Health Agency (DHA) is seeking contractors to provide operations and maintenance (O&M) services, along with repair and minor construction, for the Carl R. Darnall Army Medical Center (CRDAMC) located at Fort Hood, Texas.

The goal of this contract is to ensure that all necessary personnel, services, materials, equipment (excluding government-furnished items), and transportation are available to support the O&M services for CRDAMC and its associated medical, dental, pharmacy, and veterinary facilities.

Work Details
The contractor will perform sustainment O&M services that include but are not limited to: plumbing systems; medical gas systems; fire suppression/protection systems; HVAC systems and controls; electrical systems and circuits including emergency power; refrigeration systems; electronic systems; building exterior and interior finishes; and correction of deficiencies as per The Joint Commission (TJC) standards.

Non-sustainment systems to be maintained include moveable files and furniture, electric locks and buzzers, pneumatic tubes, communication systems support, windows and glass cleaning (twice a year), locksmith operations, and maintaining as-built drawings.

The contractor must provide monthly reports on items showing wear beyond normal life expectancy. A comprehensive preventive maintenance program must be established in accordance with manufacturer recommendations. Emergency maintenance work is required to protect property from serious damage or equipment failure affecting healthcare delivery. The contractor is also responsible for maintaining hospital documentation electronically in line with TJC standards.

Period of Performance
The anticipated period of performance includes a base year plus four one-year options.
