Sources Sought Notice - Perform O&M with Repair and Minor Construction at BACH   3

Background
The solicitation is for a Sources Sought Notice/ Market Research to gather information on the capability and availability of potential contractors interested in proposing on a Firm-Fixed-Price Contract to provide operations and maintenance with repair and minor construction in support of the Defense Health Agency (DHA) program for Blanchfield Army Community Hospital (BACH) and associated medical, dental, pharmacy, and veterinary facilities at Fort Campbell, Kentucky. The contract's intent is to provide all personnel, services, materials, equipment (except those materials and equipment that are Government-furnished), and transportation required to perform Operation and Maintenance (O&M) services for BACH, fully staffed 24/7 (365 days per year).

Work Details
The Performance Work Statement includes sustainment O&M services such as plumbing systems, medical gas systems, fire suppression/protection systems, HVAC systems and controls, electrical systems and circuits, refrigeration systems, electronic systems, building exterior, interior finishes, and The Joint Commission (TJC) deficiency correction. Additionally, the contractor shall operate and maintain Non-Sustainment systems including moveable files and furniture, electric locks and buzzers, pneumatic tubes and trash tubes, communication systems support, windows and glass cleaning (twice a year), locksmith operations, maintaining as-built drawings.

The contractor shall submit various reports including monthly reports outlining items showing wear and tear beyond their normal life expectancy and those requiring replacement or expected to require replacement before the end of the next reporting period. The contractor shall also provide daily coordination with the Facility Management staff to facilitate effective facility O&M. A comprehensive preventive maintenance (PM) program is required along with PM actions scheduled in accordance with manufacturer’s recommendations. The contractor shall ensure that PMs are established for all equipment requiring tests or inspection. The contractor shall ensure that a Real Property Inventory Equipment (RPIE) number exists or is created for every existing and newly installed equipment item identified by TJC associated with utility systems and life safety. An automated inventory system that tracks on-stock inventory is required. As-builts in DMLSS-Draw base must be established along with an experienced AutoCAD operator provided by the contractor.

Emergency Maintenance Work is also required to protect property from serious damage and any equipment failure which would result in stopping the delivery of proper healthcare and safety to personnel and patients.

Period of Performance
The anticipated period of performance is a base year with four one-year options.

Place of Performance
The construction projects will be performed at Blanchfield Army Community Hospital (BACH), Fort Campbell, Kentucky.
