Sources Sought Notice - O&M with Minor Construction IDIQ MATOC - Texas Region

Background
The solicitation is a Sources Sought Notice for the purpose of market research only. It is intended to provide quick response for performing O&M, repair, and minor construction relating to military healthcare and research laboratory facilities in a cost-effective manner. The contract aims to perform plant operations, preventive maintenance, predictive maintenance, and repair of real property installed equipment (RPIE), facilities, and supporting facilities in a continuous and satisfactory manner on a 24-hour basis, 7 days per week. The work will require extensive knowledge of the functional operation of medical facilities, including equipment, facility support systems, and building structures. The contractor will be required to minimize interference with the daily operation of the facilities and implement infection control processes.

Work Details
The contract performance work statement includes but is not limited to full-time operations and maintenance of the facilities, supervision, labor, materials, and equipment to operate and maintain the facilities systems and utilities infrastructure including recurring scheduled Preventive Maintenance (PM), Predictive Preventive Maintenance (PdM), Corrective Maintenance (CM), Service Orders (SOs), Unscheduled Maintenance, Emergency maintenance of all facility systems and components.
Minor construction incidental to the O&M mission may also be required. Services include general and specialized Heating Ventilation and Air Conditioning (HVAC) systems; electrical lighting systems; production and generation of high and low voltage electrical systems; fire detection, annunciation, notification, and suppression systems; security cameras, sensory detection, infant abduction systems; plumbing supply, drain, waste and vents; medical gas supply and waste systems; facility interior and exterior finishes; wayfinding signage; support nutritional medicine equipment; Regulatory Compliance items (e.g., The Joint Commission, installation state, federal codes and statutes). All code required testing or certifications shall be the contractor’s responsibility.

Period of Performance
The anticipated period of performance is a five-year ordering period.
