Background
The Air Force Installation Contracting Command is contemplating a contract for the following requirement which will include a full range of activities necessary to achieve the performance objectives identified herein. The contractor shall provide time-sensitive actions for twenty-three (23) United States Air Force (USAF) installations and the surrounding residential area, which may be contaminated with per- and polyfluoroalkyl substances (PFAS). The overall performance objective of this project is to identify those private, off-base drinking water wells that exceed the new EPA published final ruling for selected PFAS Maximum Contaminant Levels (MCL) and prepare a cost benefit analysis to determine if the best option based on cost and technical viability is to provide a connection to municipal water or to install a filter system. This work will be conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), with regulatory coordination, as appropriate, with the applicable State regulatory agency and United States Environmental Protection Agency (EPA) region.

Work Details
The contractor is required to perform various tasks including cost benefit analysis for wells historically reported above MCL, resampling of wells historically sampled, sampling of wells not previously sampled, and mitigation of contaminated drinking water using various technologies such as municipal hot tap hook ups, ion exchange resins, under the sink reverse osmosis (RO) units, or bottled water delivery. The specific tasks include executing a detailed cost benefit analysis for each private drinking water well previously reported to exceed the MCL, resampling of wells historically sampled that were reported as detected or estimated concentration at the MCL or non-detect with a limit of detection less than the MCL, and identification and sampling of private wells not previously sampled. The cost benefit analysis arrived at from these tasks will drive the decision to remediate the PFAS contaminant issues by one of four methods: municipal hook-up connection for the property, installation of a Point Of Entry Treatment System (POETS), installation of a Point Of Use Treatment System (POUTS), or optional Bottle Water delivery pending final remediation solution based on CBA.

Period of Performance
Assume a 5-year Period of Performance with a Base Award for the sampling, testing, analysis and development of the Cost Benefit Analysis with Options for the remediation methods of 1) Municipal hook-up, 2) Installation of POETS, 3) Installation of POUTS, and/or 4) Bottled Water Delivery. For installation of POETS or POUTS assume 30 years O&M service and warranty
